The Competency Framework and an accompanying Self-Assessment Tool helps Member State administration to identify and address potential competency gaps in their function as managers of EU funds for cohesion policy.
This tool supports Member State administrations in their efforts to improve their administrative capacity for management of the ERDF and Cohesion Fund.
Managing and implementing the ERDF and Cohesion Fund requires a wide set of operational, professional and management competencies. Based on the requirements of the 2014-2020 regulations, the Directorate-General for Regional and Urban Policy (DG REGIO) has developed a competency framework and a web-based Self-Assessment Tool to map and evaluate such competencies.
The EU Competency Framework is a set of excel files that identify the competencies that employees of administrations should possess. It covers all types of administrations that manage or implement the ERDF and Cohesion Fund: national coordinating bodies, managing, certifying and audit authorities, intermediate bodies and joint secretariats.
Comprehensive user guidelines explain how to use the competency framework and the web-based self-assessment tool. The entire assessment process is described step by step, i.e. how to set up and roll-out the assessment and how to aggregate the individual assessment and analyse the results in view of preparing a learning and development plan. The guidelines also include instructions on how to customize the tool should administrations wish to do so. The annexes include the competency framework for each type of administration, a Work-plan template, a Learning and Development Plan template and Institution-Level Analysis templates for each type of administration.
