The ISA² Programme supports 53 actions focused on the development of tools, services and frameworks in the area of eGovernment. The actions are organised in nine work packages defined by the annual rolling work programme. To see the already developed solutions ready for reuse, go to the Solutions.
 

2016.01 THEMIS - Application of EU law: provision of cross-sector communication and problem solving tools

When is this action of interest to you?

You, the Commission or a central government, are interested in reducing extra manual data encoding. This action, supporting the application of EU law, allows you to transmit data directly from your back-office systems to the EC according to the principles of the European Interoperability Framework (EIF).

2016.02 Data communication network service (TESTA, sTESTA, TESTA-ng)                                

When is this action of interest to you?

You would like to implement an information system to exchange data between European and national administrations. The security and availability of the data are especially important to you. 

2016.03 Big Data for Public Administrations                                

When is this action of interest to you?

You are a public administration that wants to better exploit the potential of big data. You want to take advantage of open data and to be able to link information coming from different sources. This action will help you make use of big data techniques to reuse your data and transform them into knowledge.

You are an EU institution or a Member State public administration that wants to gather measures and analyse large quantities of data including citizens' opinions, needs and preferences by allowing the electronic participation of stakeholders. You are a European citizen wanting to voice your opinion and influence the decisions of your government. This action will contribute to making governments more open and participatory throughout Europe, by addressing the challenges around opinion elicitations with a main focus on reuse of existing assets.

You work in the area of government metadata management and want to check upon and possibly reuse semantic assets (metadata and/or reference data), understand semantic interoperability requirements, approaches, tools, lessons learnt and case studies. You want to share your own semantic assets.

2016.08 European Legislation Identifier (ELI)

When is this action of interest to you?

You are a citizen, a business, a public authority, a legal professional or an academic that wants to access or share European or national legislation online. The European Legislation Identifier (ELI) provides a solution to uniquely identify European legislation online. ELI allows you to easily access, share and exchange EU and Member State legislation.

2016.10 European Location Interoperability Solutions for e-Government (ELISE)

2016.13 CISE - Development of the information sharing environment for the surveillance of the EU maritime domain

  • You are a European public administration that wants effective implementation and enforcement of the EU legislation in the fields of maritime safety and security, border control and fisheries control, customs and environment. You would like to have access to cross-sector and cross-border data related to maritime operations and avoid duplication of data collection.
  • You are working in industry and you would participate in developing appropriate interoperability standards, enhance competitiveness and demand for surveillance capabilities.

2016.14 European Citizens' Initiatives

When is this action of interest to you?

You are the organiser of a European Citizens’ Initiative (ECI) and wish to gather statements of support online. In order to do this you have to setup an online collection system that must satisfy certain technical and security requirements and be certified by the competent authorities of a Member State. The open source software ‘Online Collection Software for European Citizens’ Initiatives’ meets your needs.

2016.23 ICT implications of EU legislation

When is this action of interest to you?

You work in the legislative department of a public administration, preparing or evaluating legislation that is likely to result in the development of new or an update of existing IT systems. You would like to ensure the feasibility of the IT requirements you put into the legislation and to build a solid basis for the estimation of costs, benefits and duration of implementation.

You work in the IT department of a public administration and you are charged with the technical implementation of upcoming EU or national legislation. You would like to ensure that the required system completion date and allocated budget are realistic.

You decided to invest on a new IT system/service or extend and maintain an existing one. You want to know what will be the additional investment to make the system/service interoperable and which benefits will derive from it.

Access to Base Registries

When is this action of interest to you?
  • You are a base registry representative and you receive requests to open up your registry to cross-sector or cross-border public services and/or other registries. To respond to these requests, you want to gain insights into how to develop/improve national and cross-border interoperability features of your base registry.
  • You are working for a public service and are in charge of liaising with national and cross-border base registries to develop new add-on services. You advise your public service organisation and the identified cross-border registries on how to become interoperable and/or how to gain interoperability maturity.

When is this action of interest to you?

You are responsible for implementing a catalogue of public services in your country. In some cases you may need to compile information about public services from various authorities. This action will provide some harmonisation of national and European service catalogues that will help European public administrations to understand what is available in other countries and also to access some common tools and data models to describe public services in an interoperable manner. This will help national administrations to link up public services domestically and in future to create a European combined catalogue of public services, a key precondition for building up cross-border services.

When is this action of interest to you?

You are working in a European public administration and you want to reduce the cost and shorten the time to implement public services by re-using already available solutions and learning from the best practices.

You are working in a European public administration preparing new legislation procedures, or recommendations – for example, related to the creation of interoperable services – and would like to learn from similar legislation, studies and best practices in the field developed by other EU countries.

When is this action of interest to you?

You work in a public administration. A cross-border public service is about to be developed. You would like to keep costs down and reuse solutions that have already been developed. The EIA should facilitate interoperability and reuse when developing public services.

When is this action of interest to you?

You are working in a public administration and charged with initiating any interoperability-related activities in support of the development of cross-border public services. The European Interoperability Strategy (EIS) provides guidance regarding the interaction, exchange and cooperation between European public administrations for the delivery of European public services across national borders and sectors.

You are a member of a widespread collaborative group. You would like to share information and resources in private workspaces over the web. The open-source, web-based CIRCABC meets your needs.

2016.35 EUSurvey

When is this action of interest to you?

You would like to create and conduct multilingual online surveys with easy results analysis. With the user-friendly EUSurvey software (formerly IPM), which supports all steps of the survey process, you can collect any information you need. This open source, free-of-charge, web-based application makes it easier both for respondents to answer the consultations and for survey managers to analyse the results.

You are a member of an organization dealing with the editing or publication of legal texts. You are looking for an easy to use editing tool which provides guidance and quality control for writers. You are struggling with the formalization of legal texts. You are looking for a structured format which would enable automatic processing and interoperability between IT systems.

You want to monitor and evaluate the implementation of the ISA programme and the follow-up ISA² programme. You want to ensure that the objectives of the ISA legal Decision are met, and that progress and management of the ISA² programme are on track.

Standard-based archival data management, exchange and publication

2017.01 Standard-based archival data management, exchange and publication

When is this action of interest to you?

This action will start with a study aiming at identifying existing data standards in archival information management and exploring IT tools and services supporting them. The results will also help to show how these standards are applied in different contexts. The second part of the action will deal with analysis of requirements for interoperability between the Archives Portal Europe, Europeana, and the Historical Archives of the European Union (run by the European University Institute), on the one hand, and the Historical Archives of the European Commission on the other.

The action will also assess available options for publishing the relevant part of the content of EU archives in open data format, through the different available platforms (like the open data and the European data portals) allowing Member States, citizens and researchers to interact with them and reuse them in different contexts.

REFIT Platform

2017.03 REFIT Platform (IT tool)

When is this action of interest to you?

The Regulatory Fitness and Performance (REFIT) Platform brings together the Commission, national authorities and other stakeholders in order to improve existing EU legislation as part of the Commission's Better regulation policy. The ISA² action will develop the REFIT collaborative workspace to facilitate online cooperation between the members of the REFIT platform. The new workspace will allow all involved actors to treat citizens' suggestions for reducing administrative burden swiftly and efficiently.

b) data accessibility, i.e. how well an organisation allows its data/metadata to be retrieved;

When is this action of interest to you?

A CAPTCHA is a test intended to distinguish human from machine input. The objective is to offer to EU Member States an open source CAPTCHA released under the European Union Public License (EUPL) that is maintained by the European Commission, secure, user-friendly and multilingual. It will be delivered as a component that can be operated as a service. A CAPTCHA with such characteristics does not exist on the market. The solution delivered will be published on the GitHub platform so that it can be reviewed and maintained by the open source community. The action will also conduct a study investigating how to further extend the CAPTCHA with features that improve the user experience by replacing scrambled letters and numbers with more innovative and less intrusive approaches (e.g. gesture analysis, animations, images). The aim is to implement the conclusions of the study in the coming years.
