On 16 May, EACEA will organise an info session on the Town Twinning call to inform interested applicants about the objectives of the call and the application procedure. European Citizens' Panel to discuss Tackling Hatred in Society (26/04/2024)

5 April marked the start of the European Citizens' Panel on Tackling Hatred in Society (co-funded by the CERV programme). 150 citizens, selected at random from all 27 Member States, came together to look at the root causes of hatred and ways to address them. The aim of this Citizens' Panel is to produce recommendations on how to build bridges across fractured groups and communities.

Promoting gender equality through the CERV programme (26/04/2024)

On the occasion of the International Women’s Day (8 March 2024), we selected some projects supported by the CERV programme that focus on advocating for women's rights and promoting gender equality.

CFJ-EN – First Child Justice Caravan meeting (26/04/2024)

The Caravan is an initiative proposed by the Child-Friendly Justice European Network (CFJ-EN), one of the framework partners of the CERV programme, to allow children and young people to visit European institutions, meet with key representatives and become advocates for change in european justice systems. Last December the Caravan made a stop at the European Commission and at the EU Parliament and had a meeting with UNICEF and the Ombudsperson for children of the Francophone Belgian Community. European Remembrance Symposium (26/04/2024)

The European Network Remembrance and Solidarity (framework partner of the CERV programme) invites you to register to their annual European Symposium which will take place in Warsaw on 21-24 May. The goal of the Symposium is to exchange experiences and establish methods and forms of cooperation between institutions from different countries.

Discover the European Capital of Democracy City Network (ECN) (26/04/2024)

Supported by the Network of Towns Call under the CERV programme and led by a consortium of seven cities from five different countries (Spain, Italy, Portugal, Austria and Belgium), ECN is a group of cities who fosters participation and champion democracy across Europe by providing cities with a platform to showcase how they are changing our world for the better. The European Education and Culture Executive Agency (EACEA) organises an online Info Session on 24 January 2024 (from 10:00 to 12:30 CET) to present the new call on the rights of the child and children's participation. The session will cover the new objectives, priorities and expected outputs of the call and also the submission process, including the use of the budget table for lump-sum type II.

Under the CERV programme, the CHILD call is back with a substantial increase of the budget and new interesting priorities such as children's mental health. Under the Justice programme, the big focus this year is on digitalisation of justice. This is just a little taste: discover the first 2024 calls already published (some of them are already open). Looking for other funding opportunities linked to DG JUST policies? (28/11/2023)

Under the Single Market Programme, there is a new call for proposals for training judges in EU competition law. We are looking to co-finance projects which can increase the knowledge and know-how of national judges in the context of enforcing European competition rules. This includes public and private enforcement of both the Antitrust rules and the State aid rules. The call is already open (deadline to apply: 6 March 2024).

A thriving civic space for upholding fundamental rights in the EU: a framework for future action (01/12/2023)

A conference on this topic took place in Brussels on 16 November 2023, aiming to identify possible ways forward to protect, support and enable a thriving civic space in the EU. It was part of a broader consultation process that informed also our funding. Curious to know more?

How? By funding, for instance, a project led by RURENER, a European network of nearly 700 rural communities engaged in the energy transition. Under the 2021 Network of Towns Call for proposals, RURENER initiated a two-year project to build a Rural Resilience Roadmap and to find solutions to perform the transition in rural Europe. Europe Day 2023: celebrating European unity and solidarity thanks also to EU funds (12/05/2023)

On 9th May, we commemorated the anniversary of the historic 'Schuman Declaration' that set out the idea for a new form of political cooperation in Europe and paved the way of what is now the European Union. The CERV and Justice programmes firmly advocate for the European Union values arisen from the Schuman declaration and enshrined in the EU Treaties and the Charter of Fundamental Rights. Upcoming opportunity for joining the Group of Experts advising on judicial online training (12/05/2023)

DG Justice recently launched a project for the development of 40 training e-Capsules on EU law over 2023-2024, which will be undertaken by a partnership between ICF and the European Institute of Public Administration (EIPA). A Call for applications for a Group of Experts to support the design and development of training e-Capsules in EU Law will be launched soon in May.

The talk of the town: short report on the Info session of the call CERV-2023-CITIZENS-CIV (12/05/2023)

The participation of citizens in the discussion of EU policies is crucial to guarantee that policies and decisions align with the needs and aspirations of the public. The Call for proposals to foster citizens’ engagement and participation (CERV-2023-CITIZENS-CIV) aims to tackle this very aspect by providing opportunities for citizens to engage in events, acquire knowledge about EU policies and interact with fellow citizens to discuss Union’s actions. An Info session about this call took place last month to disseminate and present the call and also to highlight the novelties of this year, among which a considerable budget increase from 17.4 to 25.4 million Euro.

Call for projects (linked to the Creative Europe Programme) (12/05/2023)

Check this public call on Culture and Citizenship launched by the Directorate General for Cultural Industries, Intellectual Property and Cooperation of the Ministry of Culture and Sports in Spain. Any person, collective, association, or public or private entity leading a cultural project developed in -or promoted from- Spain, as well as any other Country belonging to the European Union or participating in the Creative Europe programme can participate. Deadline: 31 May 2023.

Shedding light on quality of proposals (12/05/2023)

35% is the overall average success rate of proposals submitted under the CERV programme during the years 2021-2022. Limited financial resources and great interest in certain topics render some calls and priorities more competitive than others. This leads to situations when even proposals achieving high scores in evaluation are not supported due to lack of funding. Every point counts! Is there a way applicants can increase the chances to see their project proposals awarded?

Supporting activities outside the EU is possible under the CERV and Justice programmes? (17/03/2023)

The reply is yes! Do not forget that you can add in your Consortium also entities/organisations from non-EU Countries which are associated to the two programmes or which are in ongoing negotiations for an association agreement like Ukraine for instance. What matters is that these agreements need to enter into force before the grant signature and we are doing our best to make this happen.

Frequently Asked Questions (FAQ) on open calls are regularly updated (17/03/2023)

Do not forget that, on the F&T Portal, FAQ are always updated with the answers to the most frequent questions that have been submitted to the CERV and JUST functional mailboxes during the proposals submission stage (such as on the new lump sums system). You can do a search by programme, funding period, topic and use keywords. Check the FAQ as you might find easily the answer to your questions!

The EU civil society landscape in the area of protection and promotion of EU rights and values is rich and diverse, reflecting a diversity of national traditions. This report brings together the results of an analysis conducted in the Member States by providing interesting examples of how civil society systems are structured and financed.

Let's fight gender stereotypes! (16/03/2023)

On 8th March 2023, as part of the Gender Equality Strategy 2020-2025, the European Commission launched an awareness-raising campaign to challenge gender stereotypes which can limit our freedom and choices in all aspects of life. The EU Children’s Participation Platform is one of the key elements of including children in democratic and political life of the EU and a key deliverable of the EU Strategy on the Rights of the Child. Read the information sheet and complete the survey to express your interest in becoming a member of the Platform. The application is open to any organisation that works directly with children in respect of EU values.

The Commission intends to put forward a ‘Defence of democracy’ package to strengthen the resilience of the EU democratic space against covert foreign interference and is now calling on all Europeans to take part in a public consultation to share their views on the envisaged measures. You have time until 13 April 2023.

The European Citizen’s Prize 2023 (16/03/2023)

The European Citizen's Prize is awarded annually by the European Parliament to recognise projects led by citizens and organisations in the EU that demonstrate European cooperation, mutual understanding, and the promotion of European values and fundamental rights. Lifetime achievements or the day-to-day work of organisations are not eligible. One application per person, group, organization, or MEP can be submitted through the registration portal until 31 March. To apply or nominate a project, use the registration form below and good luck!

European Remembrance Symposium of Taking Stock of European Memory Policies (10/03/2023)

The European Education and Culture Executive Agency (EACEA) organizes a 3rd online Info Session focused on the CERV-2023-CHAR-LITI call on 16 February 2023. The European Education and Culture Executive Agency (EACEA) organizes an online Info Session in April 2023 to present the call CERV-2023-CITIZENS-CIV (right after the call opening). Besides the presentation of the new objectives, priorities & expected outputs of the call, the session covers also the practical side of the grant submission process, namely how to prepare and submit proposals. Under the CERV programme, the Charter call now funds also projects which will support whistleblowers and the Daphne call, for the first time ever, foresees a re-granting scheme. Under the Justice programme, a specific focus this year is on the protection of victims of war crimes. This is just a little taste: discover the first 2023 calls already published (some of them are already open). You cannot miss these funding opportunities!

2022 Report on European judicial training (15/12/2022)

We have the pleasure to announce the very forthcoming publication of the 2022 Report on European judicial training. The report measures the participation of justice professionals (judges, prosecutors, court and prosecutors’ office staff, lawyers, notaries and bailiffs) in training on EU law. CERV National Contact Points Meeting (15/12/2022)

The CERV National Contact Points (NCPs) met for the first time in physical presence on 17-18 November 2022 in Prague. The meeting was organised under the Czech EU Presidency and hosted by the Czech NCP. More than 40 participants had the opportunity to share and exchange ideas and information on issues related to the CERV programme.

Examining Artificial Intelligence technologies under the lens of children’s rights (15/12/2022)

Artificial Intelligence-based internet and digital technologies are growingly used by children, with one in three internet users globally being under 18 years old. The report “Artificial Intelligence and the Rights of the Child” from the Joint Research Centre recommends requirements for trustworthy AI, highlights methods for more effective engagement between stakeholders, and identifies the knowledge gaps that need to be addressed as priority in the short- and medium-term for developing AI in line with children’s rights.

How to better protect children in criminal proceedings (15/12/2022)

Child-friendly templates for better communication, task forces to guide young repeat offenders and artistic expression courses in prison: these are just some of the good practices identified in a new report on safeguards for children in criminal proceedings from the EU Agency for Fundamental Rights (FRA). It identifies shortcomings in national justice systems and suggests potential remedies that countries could follow to uphold children’s rights in the judiciary.

The tenth edition, presented in May, comes with novelties such as data on the effects of the COVID-19 pandemic on the efficiency of justice systems and on accessibility to justice for people with disabilities.
