Quality reports

Quality of fiscal data reported by Member States

Article 8(3) of Council Regulation (EC) No 479/2009, as amended, requires the Commission (Eurostat) to report regularly to the European Parliament and to the Council on the quality of the actual data reported by EU Member States.

The annual reports provide an overall assessment of the data's timeliness, reliability and completeness, as well as of compliance with accounting rules and consistency of the data.

Quarterly Financial Accounts of General Government (QFAGG)

Regulation (EU) 501/2004 requires the Commission to submit to the European Parliament and the Council a report on assessment of the quality and reliability of QFAGG data delivered by EU Member States.

Eurostat published the first Quality report on quarterly financial accounts of general government in 2007 (cut-off date for data considered was 15 March 2006). The Report had two annexes attached ( Annex 2), which were not a subject to adoption by the Commission.

The report and annexes were discussed with the members of the Task Force on QFAGG. The Report was adopted by the Commission on 3 May 2007.

Eurostat  updated this Quality report on quarterly financial accounts of general government in July 2008 (with data transmitted at the end of March 2008) in order to take into account the experiences and improvements since the first quality report.

Quarterly Non-Financial Accounts of General Government

These are also called short-term public finance statistics (STPFS).

Regulation (EU) 1221/2002 requires the Commission to submit to the European Parliament and the Council a quality report, containing an assessment of the reliability of STPFS (quarterly non-financial accounts of general government) delivered by EU Member States.

Eurostat published the first Quality report on quarterly non-financial accounts of general government (cut-off date for data in September 2005) in 2006. This Report included a summary of conclusions and recommendations by country. The report was discussed (in more complete form together with qualitative information) with the members of the Working Group on STPFS. The Report was adopted by the Commission on 26 June 2006.
