Joël Decaillon

Deputy General Secretary, ETUC.

Joël Decaillon was elected Deputy General Secretary of ETUC, the European Trade Unions Confederation, in December 2009. He has also been President of Sustainlabour, the International Labour Foundation for Sustainable Development, since 2007.

Since 1991, Mr Decaillon has been a member of the CGT (Conféderation générale du Travail) Executive Committee, and in 2003 (renewed in 2007) he was elected Confederal Secretary of ETUC. Before joining ETUC, he was a member of the European Economic and Social Committee (EESC) for more than ten years, and Vice-President of the Economic and Social Committee (Environment) between 1992 and 1994.

Mr Decaillon joined the SNCF (French National Railways) in 1969, where he started his career as a trade unionist, becoming Secretary of the Railwaymen Federation in 1978. From 1980 to 1989 he was General Secretary of the Railwaymen Inter-Federation (gathering the Railwaymen, Transport, Equipment and Seamen Federations). During this period he was also SNCF Secretary and Deputy Secretary of the Enterprise Central Committee of the SNCF.

Mr Decaillon holds a degree in European Law from the University of Paris, Panthéon-Sorbonne.
