For the current ESF funding period (2007-2013), a set of regulations was adopted in 2006 and 2007. These lay down the rules for implementing the ESF. The proposed rules for the upcoming funding period can be found on the page ‘The ESF 2014-2020’.
This Regulation defines common principles, rules and standards for the implementation of the three cohesion instruments: the European Regional Development Fund (ERDF), the European Social Fund (ESF) and the Cohesion Fund.
The general Regulation has been updated with the following texts:

The European Social Fund Regulation (EC) No. 1081/2006 defines the areas of intervention of that specific instrument: increasing the adaptability of workers and enterprises, enhancing access to employment and participation in the labour market, reinforcing social inclusion by combating discrimination and facilitating access to the labour market for disadvantaged people; and promoting partnership for reform in the fields of employment and inclusion.

Regulation (EC) No. 396/2009 of the European Parliament and of the Council of 6 May 2009 amending Regulation (EC) No. 1081/2006 on the European Social Fund to extend the types of costs eligible for a contribution from the ESF.
