In 2003, the high-tech manufacturing sector within the EU-27 was the best developed in Finland and Ireland, while the production value per enterprise was behind the European average in many new Member States. There was also a gap between "old" and new Member States in terms of personnel costs. In the high-tech sectors, Cyprus and Portugal were leading in terms of investments per person employed and the gross operating surplus was the highest in Ireland, Finland and Cyprus.
