Up by 1.9% in the euro area and by 2.4% in the EU compared with December 2022

Overview

In December 2023, compared with November 2023, seasonally adjusted production in construction increased by 0.8% in the euro area and by 1.3% in the EU, according to first estimates from Eurostat, the statistical office of the European Union. In November 2023, production in construction fell by 0.4% in the euro area and by 0.5% in the EU.

In December 2023 compared with December 2022, production in construction increased by 1.9% in the euro area and by 2.4% in the EU.

The annual average production in construction for the year 2023, compared with 2022, increased by 0.2% in the euro area and by 0.1% in the EU.

In the euro area in December 2023 compared with November 2023

  • building construction increased by 1.1%, while

  • civil engineering decreased by 0.6%.

In the EU

  • building construction increased by 1.4%, while

  • civil engineering decreased by 1.1%.

Among Member States for which data are available, the highest monthly increases in production in construction were recorded in Romania (+10.3%), Poland (+8.5%) and Hungary (+5.0%). The largest decreases were observed in Slovakia (-10.0%), Germany (-3.4%) and Austria (-1.9%).

In the euro area in December 2023 compared with December 2022

  • building construction increased by 1.3% and

  • civil engineering increased by 4.7%.

In the EU

  • building construction increased by 1.1% and

  • civil engineering increased by 4.1%.

Among Member States for which data are available, the highest annual increases in production in construction were recorded in Romania (+30.7%), Poland (+18.9%) and Belgium (+10.7%). The largest decreases were observed in Slovakia (-10.4%), Austria (-8.7%) and Sweden (-6.1%).

Notes for users

Revisions and timetable

Data of previous months have been revised compared with those issued in News Release of 18 January 2024. The monthly percentage change for November 2023 was revised from -1.0% to -0.4% in the euro area and from -1.0% to -0.5% in the EU. The annual percentage change was revised from -2.2% to -1.9% in the euro area and from -2.1% to -1.9% in the EU.

Methods and definitions

The index of production in construction approximates the evolution of the volume of production within the sector, broken down into building construction and civil engineering.

Seasonally adjusted euro area and EU series are calculated by aggregating the seasonally adjusted national data. Eurostat carries out the seasonal adjustment of the data for those countries that do not adjust their data for seasonal effects.

The monthly index as presented in this News Release is calculated only on the basis of the data of those countries reporting monthly data. Missing observations from Member States for recent months are estimated for the calculation of the euro area and the EU aggregates.

Geographical information

The euro area (EA20) includes Belgium, Germany, Estonia, Ireland, Greece, Spain, France, Croatia, Italy, Cyprus, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Austria, Portugal, Slovenia, Slovakia and Finland.

The European Union (EU27) includes Belgium, Bulgaria, Czechia, Denmark, Germany, Estonia, Ireland, Greece, Spain, France, Croatia, Italy, Cyprus, Latvia, Lithuania, Luxembourg, Hungary, Malta, the Netherlands, Austria, Poland, Portugal, Romania, Slovenia, Slovakia, Finland and Sweden.

Estonia, Greece, Croatia, Cyprus, Latvia, Lithuania, Luxembourg and Malta are not required to supply monthly data within 1 month and 15 days after the end of the reference month under Regulation (EU) 2019/2152. Ireland has a derogation to remain with quarterly frequency and Denmark had a longer deadline until the end of 2023.
