Eurostat and DG Energy sign a Memorandum of Understanding - European Statistical System (ESS)
On 11 March, Directors-General Walter Radermacher and Dominique Ristori from DG Energy (DG ENER) signed a Memorandum of Understanding (MoU) between their two Directorates-General. This is the 11th MoU signed to date by Eurostat with other Commission DGs.
The MoU addresses the main European statistics needed for the programming and implementation of EU policies in the area of energy. Existing European statistics identified in this domain are: energy statistics, international trade statistics, environment statistics and accounts, transport statistics, labour market statistics, structural business statistics, Europe 2020 indicators and EU SILC data for measuring energy poverty.
Besides, Eurostat undertakes to provide assistance to DG ENER in producing other statistics that are part of their strategic co-operation. DG ENER's core mission is the development and the implementation of the European energy policy within the framework of the Energy Union, designed to bring greater energy security, sustainability and competitiveness. Within this context, DG ENER is a key user of energy-related statistics from Eurostat, also relying on data from other statistical domains. DG ENER (cooperating with the Executive Agency for Small and Medium-sized Enterprises (EASME), the Euratom Supply Agency (ESA), the Innovation & Networks Executive Agency (INEA) and the Agency for the Cooperation of Energy Regulators (ACER)) produces periodic reports relevant to all energy policy areas.
The MoU also addresses co-operation regarding use of contracts for statistical purposes and pre-release access to data for quality assurance purposes.
Eurostat is signing MoUs with other Commission DGs following the adoption of the Commission Decision on Eurostat on 17 September 2012 and the conclusions of the Internal Audit Service Commission-wide audit on "Strategy and Coordination of statistical data production, development and dissemination".
MoUs formalise cooperation and services, in particular as regards other statistics, to clarify the expectations and resources allocated by Eurostat to provide specific services.
