Peer Review on “Social entrepreneurship to tackle unmet social challenges”, Oslo (Norway), 12 and 13 December 2017
In Norway, the growth of social entrepreneurship and social innovation has primarily been driven by individuals, enterprises and investors. Political interest in the field was demonstrated in 2011 with the establishment of a grant for social entrepreneurs who target their initiatives at combating poverty and social exclusion. The government that took office in autumn 2013 stated in its political platform that it would improve the conditions for using social entrepreneurs and the voluntary sector in the welfare system. Currently there are several ongoing initiatives to improve the conditions for social entrepreneurs, such as an inter-service working group consisting of nine ministries or a research project to assess framework conditions and schemes for supporting social entrepreneurship.

Peer Review on “Social Protection Information System (SPIS)”, Vilnius (Lithuania), 23 November 2017
Promoting well-functioning and fair welfare systems across Europe is one of the key initiatives of the European Commission under the framework of the European Pillar of Social Rights launched in 2017. This framework includes essential social protection rights for people across Europe, the administration of which crucially depends on effective data management systems.

Peer Review on “Single mothers facing poverty: Providing adequate financial, material and social support for sustainable social integration”, Brussels (Belgium), 5 October 2017
In all EU Member States, single-parent families’ poverty rate is substantially higher than among two-parent families, according to the at-risk-of-poverty (AROP) indicator. In Belgium, this risk is particularly high, as one in two single parent families was at-risk-of-poverty in 2016, a ratio 2.6 times higher than for the total population.

België heeft het ‘Housing First’ (HF) -model in acht steden geïntroduceerd om daklozen met bijzondere behoeften te begeleiden: daklozen krijgen zo snel mogelijk permanente huisvesting aangeboden en krijgen daarnaast indien nodig intensieve sociale begeleiding aan huis.

Peer Review in Ireland: Prevention and early intervention services to address children at risk of poverty
Ireland is in the process of developing a more coordinated and integrated approach to children’s services, aimed at tackling the complex problems of disadvantaged families in a more joined-up and holistic way. This Peer Review looked at Irish good practice and harnessed learning from other EU Member States.

Peer Review in Nederland: Sociale wijkteams tegen armoede
Een van de speerpunten van de Nederlandse regering is de transitie van een verzorgingsstaat naar een “participatiesamenleving”, een samenleving die is gebaseerd op de zelfredzaamheid en de sociale netwerken van burgers. Grote delen van het socialezekerheidsstelsel zijn overgedragen aan de gemeenten. Van de gemeenten wordt verwacht dat zij een geïntegreerde aanpak van de sociale voorzieningen hanteren en elk individueel geval een oplossing op maat bieden. In reactie hierop hebben veel gemeenten Sociale Wijkteams (SWT's) opgericht. Tijdens deze Peer Review, die in Den Haag werd gehouden, werd gesproken over het gebruik van SWT's om armoede te bestrijden.

Peer Review in the Czech Republic: Provision of quality early childcare services
This Peer Review, held in Prague, discussed Czech family policy at a time of change, and more specifically the future shape of the country’s early childhood education and care. Drawing on the experience of peer countries, international experts, the European Commission as well as local and European stakeholder organisations, it identified a number of practical lessons both for the Czech Republic and for the EU as a whole.

Peer Review in Hungary: Conditional cash transfers and their impact on children
Conditional cash transfers (CCTs) are payments to people who meet certain conditions. CCTs are increasingly being used to encourage families to invest in their children. However, there is limited scientific evidence on the effects of such programmes. The Peer Review in Budapest gave policy-makers thinking of introducing or reforming CCTs the opportunity to share experience and exchange views.
