In November 2022, 99 200 first-time asylum applicants (non-EU citizens) applied for international protection in the EU Member States, approximately as many as in October (99 340). 

In November 2022, there were 6 225 subsequent applicants, a 2% decrease compared with October 2022.

Most first-time asylum applicants were Afghans and Syrians

As in the previous three months, in November 2022, Syrians were the largest group of persons seeking asylum (17 705 first-time applicants). They were followed by Afghans (13 065) and Turks (7 495).

Following Russia’s military aggression against Ukraine, there was a large increase in Ukrainian first-time asylum applicants (from 2 365 in February to 12 875 in March), but the numbers have been decreasing monthly (down to 1 060 in November). This is also because people fleeing Ukraine benefit from temporary protection.

In November 2022, the number of first-time asylum applicants with Russian citizenship ranked 12th among all citizenships, with 2 520 applications.

Germany continues to report the highest number of first-time asylum applicants

In November 2022, the five Member States which received the highest number of first-time asylum applicants were Germany, France, Spain, Austria and Italy, altogether accounting for over three-quarters (78%) of all first-time applicants in the EU.

In total, in the EU as a whole, there were 222 first-time asylum applicants per million population in November 2022.

Compared with the population of each Member State (on 1 January 2022), the highest rate of registered first-time applicants in November 2022 was recorded in Cyprus (2 111 applicants per million population) and Austria (1 299). By contrast, the lowest rate was observed in Hungary (0.1).

In November 2022, 4 260 unaccompanied minors applied for asylum for the first time in the EU, -18% compared with October 2022 (5 225). 

Most unaccompanied minors who lodged asylum applications in November 2022 came from Afghanistan (1 585) and Syria (1 335). 

The Member States which received the highest number of asylum applications from unaccompanied minors in November 2022 were Germany (1 125), Austria (1 070), Netherlands (515), Belgium (350) and Bulgaria (330). All these five countries saw the number of requests decrease except for Germany.

Methodological information:

  • Due to temporary derogations, data on subsequent applicants are not available for Denmark, Cyprus and Sweden, and on unaccompanied minor asylum applicants for France, Cyprus and Poland. As a result, these Member States were not included in the calculation of the respective EU totals and in the calculation of the top five citizenships. A complete list of such derogations is provided in the Commission Implementing Decision (EU) 2021/431.
  • Statistics on asylum applicants considered to be unaccompanied minors presented in the article refer to the age accepted by the national authorities, however before the age assessment procedure was carried out/completed.
