Under EU rules on transparency, EU Member State Ministries of Agriculture have to publish detailed figures on recipients of Common Agriculture Policy funding in 2009, by midnight tonight (April 30).

Estonia: Commissioner Cioloş last stop on Via Baltica

“I fully support the idea of a more equitable distribution of direct payments between member states. With the reform of the Common Agricultural Policy, we will have to find new criteria for these payments, to address citizen’s expectations. The objectives of these payments have to be clear to all European tax-payers”, declared Commissioner Cioloș during a meeting with the Estonian Minister of Agriculture, Mr. Helir-Valdor Seeder, in Parnu , Estonia, on 30 April 2010.

Together with the President of the Republic of Lithuania Ms. Dalia Grybauskaitė, Commissioner Dacian Cioloș opened the most important agriculture, food and packaging fair in the Baltic Region– AgroBalt 2010 on 29 April 2010. In his opening speech in Vilnius, Commissioner Cioloș underlined the need to reform the Common Agricultural Policy. “In discussing future policy, we have to keep in mind the modernization of agriculture everywhere in Europe. Farms need to be competitive, but competitive does not necessarily mean big. Farmers have to find their own competitiveness – perhaps on international markets, but maybe at national, regional or local level. There is no one size fits all – especially not within the context of our diverse Europe, with 27 member states”, declared the Commissioner.

The importance of innovation in agriculture to address the major challenges ahead, such as climate change, was one of the key messages that emerged during EU Agriculture Commissioner Dacian Cioloș's visit to Denmark on April 25-26. Arriving on Sunday afternoon, the Commissioner was able to have a detailed discussion on current and future agricultural issues with the leaders of the Danish Agriculture Council. He took particular note of the fact that although Danish pig production is highly competitive and modern, the economic crisis has caused significant problems with debt and negative equity in recent months.

Am Dienstag traf sich Dacian Cioloş mit European Coordination Via Campesina, um die Zukunft der Gemeinsamen Agrarpolitik (GAP) sowie die Situation im Milchsektor zu besprechen.
Während des Treffens hoben die Vertreter der internationalen Kleinbauernvertretung die Wichtigkeit hervor, eine nachhaltige Zukunft für klein strukturierte, bäuerliche Familienbetriebe sicher zu stellen. Sie warnten ebenso vor einer Entwicklung zu einem dualen Agrarmodell, in dem eine große Anzahl von kleinen Landwirten geringe Einkommen erwirtschaftet während ein Großteil der landwirtschaftlichen Produktion auf eine kleine Anzahl von großen Landwirten mit hohen Einkommen fällt.

Dacian Cioloş, für Landwirtschaft und ländliche Entwicklung zuständiges Mitglied der Europäischen Kommission, hat heute eine öffentliche Debatte über die Zukunft der Gemeinsamen Agrarpolitik (GAP) in der Europäischen Union angestoßen. Seit ihrer Einführung wurde die GAP immer wieder an die Herausforderungen ihrer Zeit angepasst. In den letzten Jahren, insbesondere 2003 und mit dem GAP-Gesundheitscheck von 2008, wurden wichtige Reformen durchgeführt, um den Agrarsektor zu modernisieren und stärker am Markt auszurichten. Die Strategie „Europa 2020“ eröffnet nunmehr eine neue Perspektive. In diesem Zusammenhang kann die GAP einen noch größeren Beitrag zur Förderung eines intelligenten, nachhaltigen und integrativen Wachstums leisten, indem sie Antworten auf die vor uns stehenden neuen Herausforderungen aus Wirtschaft und Gesellschaft wie auch in Bezug auf Umwelt, Klima und Technologie liefert. Außerdem muss die GAP der Vielfalt und dem Reichtum der Landwirtschaft in den 27 EU-Mitgliedstaaten Rechnung tragen. Die jetzt angestoßene Debatte ist den künftigen Zielen der GAP angesichts der neuen Perspektive der Strategie „Europa 2020“ gewidmet. Die Diskussion über die Mittel zur Zielerreichung wird dann später folgen.
