Introductory remark :
In the context with the so called «Angelopharm»-sentence of the European Court, the EC asked the SCCNFP for an opinion on the use of strontium and strontium salts/derivatives in cosmetic products, especially Sr lactate, Sr nitrate, and Sr polycarboxylate, listed at present in Annex II of the Cosmetic Directive 76/768 EEC.
Opinion :
Sr and Sr salts should only be used as ingredients in cosmetic products in the chemical form and concentration having been investigated, evaluated and recommended by the SCCNFP and listed under these premises in the respective parts of the Cosmetic Directive 76/768 EEC. As valid in general for substances intended to be used as ingredients of cosmetic products, also for other Sr derived compounds, new submissions, following the SCCNFP notes of guidance, have to be presented.
Consequences :
The three mentioned Sr derivatives, at present listed in Annex II of the Cosmetic Directive, have to be deleted as their at present known toxicological profiles do not indicate safety issues for use in cosmetic products and consequently also Annex V of the Cosmetic Directive has to be adapted.
