Final Assessment Study - Assessing and disseminating the results of the social innovation calls financed by the EU Programme for Employment and Social Innovation (EaSI) 2014-2020

Throughout the 2014-2020 programming period, social innovation has been a strong EU priority, which has most prominently been channelled through the Employment and Social Innovation (EaSI) Programme and the European Social Fund (ESF). The programme has been providing financial support to social innovators seeking to test experimental solutions to the most pressing social issues. This study has evaluated the social innovation calls along criteria of relevance, effectiveness, efficiency, coherence, and EU added value of this programme and provided future-oriented recommendations by using the developmental evaluation approach. This approach places more emphasis on supporting project and programme managers in improving interventions. It is guided more by broad questions that are adaptable to a variety of contexts rather than by predetermined indicators and on a long-term perspective, rather than restricting itself to outcomes in a pre-defined period. The case studies of individual projects formed the basis of the horizontal (cross-case) analysis of the five evaluation criteria across all projects and calls. The study has employed various data collection and analysis methods based on the principle of evidence triangulation
