Service delivery by Public Employment Services in the wake of the COVID-19 crisis - March 2022

This report is a follow up to the PES Network study ‘PES measures and activities responding to COVID-19’ published in June 2020. The objective is to review the responses of PES to the COVID-19 pandemic, during the various phases of the crisis and the period of economic recovery from the crisis. This study seeks to map measures that were put in place to tackle the immediate effects of the pandemic and to prepare for a post-COVID-19 labour market. The study also aims to provide an initial assessment of the effects of measures and strategies implemented so far: (i) on labour market outcomes and (ii) on the internal organisation of PES and their service delivery models. The main sources for this report are: (i) the survey ‘PES service delivery in the wake of the crisis’ (ii) PES regular replies to the questionnaire ‘Response to COVID-19- Monthly Overview’ compiled by the PES Network Secretariat; (iii) data received through the quantitative benchmark exercise of the PES Network Benchlearning; (iv) in-depth interviews. In addition, Labour Force Survey (LFS) data have been used to complement the analysis, as well as studies carried out by the EC, OECD, and national sources.
