During the 11th session of the World Urban Forum, JRC successfully launched the European Handbook for SDG Voluntary Local Reviews – 2022 edition. This new edition builds on the first one published in 2020 and it includes an updated analysis of the VLRs published globally and in Europe, their evolution over time and space in terms of use, main characteristics, and building blocks.
The Urban Agenda for the EU (UAEU) represents the first of the EU’s three voluntary commitments to implement the United Nations universal New Urban Agenda (NUA). In this context, the European Commission launched a review of the UAEU contributions to the NUA by exploring the UAEU characteristics, the work of its partnership sand its implementation in the period between 2016 and mid-2021. The Urban Agenda for the EU Partnership on Security in Public Spaces has been working on a self-assessment tool that evaluates and measures urban safety and security. It is meant to support urban policies and provide indications on how to implement relevant approaches and tools. Please see below a report showcasing the outcome of the pilot study, as well as the accompanying user manual.
The Partnership on Inclusion for Migrants and Refugees has been implementing a variety of Actions, one of which focuses on facilitating evidence-based integration policies in cities. As part of this Action, an external expert recently conducted an analysis that explored the effect of national immigration and integration policies on infra-national immigration.
As part of the implementation of Action 2, the Partnership on Security in Public Spaces published a guidebook introducing local and regional urban policy makers to a wide range of EU funding opportunities in the field of security in public spaces.
This Action sought to contribute to the development of a more secure, safe, and resilient local community. It provided local policymakers and security managers with a hands-on method for measuring the impact of local social cohesion actions on urban security and feelings of insecurity within the local community.
The Partnership on Culture and Cultural Heritage held a two-day interdisciplinary workshop in the framework of its Action 8 on "Guiding Principles for Resilience and Integrated Approaches in Risk and Heritage Management in European Cities." Follow the link to find out more about the meeting.
The Partnership on Culture & Cultural Heritage has been developing a toolkit that contains good practises and suggestions related to the reuse & management of vacant buildings and underused urban areas, focusing on co-design and collective management processes that engage with social actors (e.g., local communities, private and public bodies, cultural associations, etc.). Facial recognition technologies (FRT) can help authorities to combat with threats, such as terrorism. However, it may spark debate in the areas of data privacy and individual freedoms. Our next case study looks at the practical use of FRT during the Nice Carnival and how its effectiveness may create the basis for improved European legislative control on the usage of AI applications. The Urban Agenda for the EU Partnership on Culture & Cultural Heritage has issued recommendations for an in-depth analysis of tourism flows as part of Action 7 from the Action Plan. See the outcome here.
Our 11th post looks at an Action developed by the Culture/Cultural Heritage Partnership: Promoting the role of public libraries at the EU level, contributing to raising the importance of public libraries for sustainable social urban development and providing recommendations to the European level on how to include public libraries in its policies and programmes.
This study contributes to Action 1 of the Urban Agenda Partnership on Security in Public Spaces. In this light, the Action Plan foresees evolution of a self-assessment tool that would support EU cities and regions in urban safety and security. It seeks to diminish the knowledge gap within the urban authorities and ensure the creation of effective policies for an improved urban security.
The case studies on the impact of COVID-19 on public procurement practices were commissioned by the Urban Agenda for EU Partnership on Public Procurement, with the aim of examining to what extent (if at all) European cities changed their public procurement approach as a result of the COVID-19 pandemic. This political training was developed as a response to the need for accurate and reliable data for planning and decision-making in regards to urban adaptation. This handbook prepared in the context of Horizon 2020 provides an overview of the major challenges facing NBS procurers in the EU, along with case studies of success in addressing those barriers across nine European cities. Findings may help public authorities adapt their procurement processes to procure NBS more effectively.
This guidebook addresses the transition to net zero in new and existing neighbourhoods, applying people-centred thinking to deliver this in all types of neighbourhood, it summarises the opportunities at the neighbourhood scale and food for thought regarding sustainable urban development.
This report provides a mapping of the main EU Research and Innovation actions for and with cities to help them accelerate their transition towards sustainability and climate neutrality. It also maps new city policy priorities and future trends under Horizon Europe, and provides an EU quantitative knowledge base on innovative urban policies and planning, for decision makers and urban planners and practitioners.
