Commission launches Once-Only Technical System Onboarding Toolkit

On 20 March 2024, the European Commission published the Once-Only Technical System (OOTS) Onboarding Toolkit.
The Onboarding Toolkit will provide technical guidance and specifications for the main actors involved in setting up and integrating with the Once-Only Technical System: Member States, Intermediary Platforms, Evidence Explorers, and Evidence Providers.
The Onboarding Toolkit is tightly linked to the Once-Only Technical System Onboarding Playbook, which was published on 8 March 2024. The Onboarding Playbook provides tailored activity flows that the systems’ main actors need to complete in order to integrate with the Once-Only Technical System. The Onboarding Toolkit adds accompanying guidelines and specifications, each of them linked to the respective activity flow shown in the Playbook.
Both guides complement each other
The Playbook will direct users to the relevant sections in the Toolkit and vice versa.
The Onboarding Toolkit is organised into five main information areas:
- Testing: The Once-Only Technical System provides a number of testing services that allow you to verify whether your implementation is working as it should. The Onboarding Toolkit guides you through the available environments and roadmap for testing.
- Access Point Readiness: This section explains how to assess whether your production infrastructure – the Access Point in your Member State – is capable of secure Access Point messaging.
- Common Services: The Commission provides Common Services to help EU Member States ensure the proper exchange of evidence through the Once-Only Technical System. In the Onboarding Toolkit, you can find tools and documentation that help you assess whether you are ready to manage the configuration of your data before moving to the production environment.
- Evidence Mapping: Here, you can find guidance and tools that let you explore which evidence already exists in the Once-Only Technical System and how you can add new evidence.
- Operational Processes: This section helps you to get ready for operating the Once-Only Technical System – from onboarding the Technical Dashboard to ensuring GDPR compliance.
Each section in the Toolkit contains tags that show for which actor the section is relevant, links to additional documentation, and highlights how actors can request support. Thereby, the Toolkit becomes a further central element in the Once-Only Technical System Onboarding Journey that enables a smooth, successful integration.
