Commission publishes Once-Only Technical System Onboarding Playbook

On 8 March 2024, the European Commission published the Once-Only Technical System (OOTS) Onboarding Playbook.
This Playbook helps the various actors involved in setting up and integrating with the Once-Only Technical System. It provides four step-by-step guides for integrating smoothly, each one of them tailored to one of the Once-Only Technical Systems’ main actors:
- EU Member States: This guide supports the members of the organisations or service providers leading or contributing to the central implementation of the Once-Only Technical Systemin a country belonging to the EU or EEA.
- Intermediary platforms: an intermediary platform is a technical solution through which evidence providers or evidence requesters connect to the OOTS.
- Evidence requesters: A competent authority is the entity responsible for one or more procedures covered by the OOTS, such as a public administration requiring a proof of residency registration. Evidence requesters are the authorities with which a user wishes to complete a procedure, and which require the user to submit their supporting evidence.
- Evidence providers: A competent authority that lawfully issues evidence – the proof required by the evidence requester – for any procedure covered by the OOTS.
Each of these actors can find a flow of activities, checklists and expandable sections tailored to their role. In addition, all process steps are marked as either “required”, “strongly encouraged”, or “voluntary”, which supports actors in putting priorities and understanding the impact of the different actions.
Rounded off by links to additional resources and supporting services, the Onboarding Playbook will become a key source of information for guiding actors throughout their integration journey.
