Social protection for people with disabilities – An analysis of policies in 35 countries

This report describes and analyses the conditions under which persons with disabilities aged 18 years and above are granted effective access to social protection. It focuses on the provision of various disability-specific income support schemes, benefits for some risks other than disability, as well as selected support services for people with disabilities; and it highlights the main gaps and obstacles to access them. It also gives an overview of ongoing policy reforms and national debates relevant to the social protection of people with disabilities, and identifies good practices in the 35 countries analysed. The report provides evidence that the vast majority of the countries covered have measures in place which address, to varying extents, the needs of persons with disabilities and thereby promote the rights enshrined in the European Pillar of Social Rights as well as in the United Nations Convention on the Rights of Persons with Disabilities. Yet, it identifies important issues that countries still need to tackle to enhance the effectiveness of their social protection systems and to advance the related rights of persons with disabilities. Finally, the report sets out a number of recommendations at national and/or EU level aimed at addressing gaps and obstacles in the social protection of people with disabilities.
