The Commission services present to the conference a non-paper "Towards a European Coastguard Capacity", outlining ideas for a common approach at EU level on how to enhance Europe's Coastguard Capacities. This working document aims in defining how to improve co-operation and co-ordination between Member States' authorities, EU Agencies and other bodies performing coastguard functions with a view to moving towards a European Coastguard capacity system. It suggests common principles and actions with a focus on capacity building as well as taking better advantage of modern technology (e.g. SATCOM, RPAS, aerostats, VDES, new sensors, etc).

In parallel, the European Commission announced today a number of immediate operational, budgetary and legal measures under the European Agenda on Migration, which include an ambitious proposal towards establishing a European Border and Coast Guard to be presented in December 2015.
