The ISA² Programme of the European Commission is organising a mid-term conference on 29 November 2018 in Brussels. The programme, running from 2016 to 2020, is reaching its midway point and the event will be an opportunity to discuss what has been already achieved, the tasks for the upcoming years and the future of the programme beyond 2020.

The 8th edition of the annual SEMIC Conference attracted almost 200 participants from 38 countries, including Brazil, Japan or Uruguay. An additional 700 people from all over the world followed the event via live stream. Held in Sofia, Bulgaria on 14 June, SEMIC 2018 was organised by the ISA² Programme of the European Commission in close collaboration with Bulgaria's State eGovernment Agency under the Bulgarian Presidency of the Council of the European Union.

Montenegro is the first candidate country joining the ISA² Programme. The agreement was signed on 29 May 2018 by the EU Commissioner for Digital Economy and Society Mariya Gabriel and Montenegro's Minister of Public Administration Suzana Pribilović.

Out of that budget, €1.3 billion will ensure the digital transformation of public administration and public services and their EU-wide interoperability and facilitate access to technology and knowhow for all businesses, notably SMEs.

The ELISE Action has been further developing reusable solutions to support INSPIRE implementation and interoperability of location data across borders and sectors. The Re3gistry software, in addition to several other implementations, is now in operational use in Finland and France, sharing key reference codes to support semantic interoperability and data transformation between information systems. There are plans to release v2.0 later this year.

The 2018 edition of eGovernment factsheets has been published by the European Commission's National Interoperability Framework Observatory (NIFO). The factsheets offer a comprehensive overview of policies and activities related to the implementation and the delivery of digital public services in 34 countries (28 EU countries, FYROM, Iceland, Liechtenstein, Norway, Switzerland and Turkey).

EU and Uruguay

The European Commission's Directorate-General for Informatics (DIGIT) has started closer cooperation with Uruguay's Agency for Electronic Government and Information and Knowledge Society (AGESIC). DIGIT and AGESIC agreed to cooperate in IT, open platforms, standards and methods where these concern interoperability solutions and common frameworks for public administrations.

The European Commission adopted the 2018 revision of the ISA² rolling work programme on Tuesday, 20 March 2018. The work programme includes 53 actions, of which 36 are ongoing from the previous years and 10 are new. For seven actions from the previous years, no additional funding is necessary to ensure their completion. The budget for 2018 is EUR 26.4 million.

On 15 March 2018, the European Multi Stakeholder Platform on ICT Standardisation (MSP) endorsed the ISA² Common Assessment Method for Standards and Specifications (CAMSS). The members of the platform agreed that CAMSS will be the key driver streamlining the process for the identification and evaluation of ICT technical specifications to be referenced in the EU Catalogue of ICT standards for procurement.

The European Commission just launched the Interoperability Maturity Assessment of a Public Service (IMAPS), an online survey open to all public administrations free of charge. IMAPS helps public service owners evaluate, improve and consider all key interoperability aspects of their digital public service.

On 1 February 2018, the European Commission has adopted a proposal for the revision of the Drinking Water Directive. This proposal in reaction to the Right2Water European Citizens' Initiative foresees an obligation for EU Member States to improve access to water and ensure its access for vulnerable and marginalized groups. The Right2Water initiative used the Open Source Software (known as the Online Collection System - OCS) developed by the Directorate-General for Informatics (DIGIT) of the European Commission and financed by the ISA² Programme.

Open data recognises the importance of geospatial data as a value resource for the European Digital Economy, where the implementation of the INSPIRE Directive is helping to share this data across borders over a range of sectors. To date, few technological approaches have allowed this data to be accessed and reused on the web or by mainstream ICT developers. The ISA2 Programme’s ELISE Action has been exploring this issue with practical solutions to help this data be more accessible for e-government applications. Natalia Aristimuño Perez, Head of Interoperability Unit at the Directorate-General for Informatics at the European Commission, has presented the ISA² Programme at the Interop Summit 2018 held on 23 February in Brussels, Belgium. Interop Summit is all about interoperability in the context of e-Government. The event aims to promote and disseminate best practices on interoperability, based upon the building blocks of the European Commission's ISA² Programme.
