Use of NACE Rev. 2.1 in European statistics

NACE Rev. 2.1 will be used in European statistics as per the roll-out schedule of article 2 of Commission Delegated Regulation 2023/137.

To support the roll-out, Eurostat and its partners in the European Statistical System (ESS) have developed a correspondence table between NACE Rev. 2 and NACE Rev. 2.1. This table describes, for each NACE Rev. 2 heading, how activities currently classified therein should be classified in NACE Rev. 2.1.

Based on this correspondence table, updated data transmission requirements have been developed. Thus, statistics which are currently using NACE Rev. 2 can be provided after the changeover to NACE Rev. 2.1, namely for:

  • certain European business statistics; changes are set out in Commission implementing regulation 2024/1840
  • economic accounts for agriculture; changes are set out in Commission delegated regulation 2024/3102
  • balance of payments, international trade in services, and foreign direct investment; changes are set out in Commission delegated regulation 2024/3104
  • environmental economic accounts; changes are set out in Commission delegated regulation 2025/472 
  • other statistical domains; changes are set out in Commission regulation 2025/447.

Previous statistics using NACE Rev. 2.1

For many European statistics, there is a need for historical time series using the same NACE version. Therefore, parallel data sets presenting the current statistics, but broken down by NACE Rev. 2.1 instead of NACE Rev. 2, will be published for many statistical domains.

As there are considerable differences between the 2 versions of the classification, this will require backcasting methods to be applied to previous statistics so that they can be presented by NACE Rev. 2.1.

For some statistics, there will also be double reporting, with countries sending statistics broken down by NACE Rev. 2 in parallel to the statistics broken down by NACE Rev. 2.1 for a certain period.

Together with its partners in the ESS, Eurostat is establishing plans for this backcasting and double reporting. For certain European business statistics, backcasting and double reporting requirements are set out in Commission Implementing Regulation 2024/1840.

Use of NACE Rev. 2.1 for statistical reporting by banks

In collaboration with the European Central Bank (ECB) and the European Banking Authority (EBA), the Joint Banking Reporting Committee recommends that NACE Rev. 2.1 is implemented in a harmonised manner across bank reporting frameworks from 1 January 2026 onwards.
