Once-Only Studio presents: a conversation with Lithuania

In June 2025, the European Commission recorded an interview with key members of the Lithuanian team spearheading the implementation of the Once-Only Technical System.
Agnė Šniukienė, Product Manager at the Product Department of the State Digital Solutions Agency of Lithuania, Eglė Šimukėnaitė, adviser at the State Digital Solutions Agency, Lithuania and Rasa Tiaškevičienė, senior specialist at the Digital Initiatives Group of the Ministry of the Economy and Innovation of the Republic of Lithuania shared their insights with Thomas Fillis, from the Directorate-General for Digital Services (DIGIT) in the European Commission.

The Once-Only Technical System will streamline citizen and business interactions with public authorities, bolster Lithuania's digital infrastructure and strongly enhance public service delivery.
With the technical groundwork solidly in place, Lithuania has made significant progress. Agnė noted that “Our national Once-Only Technical System is already up and running. One of the procedures [where evidence needed to complete this administrative procedure can be exchanged directly between the requesting and issuing authorities] is already in production”. Looking towards other EU countries, she observed that “we already had a successful live cross-border transaction with our Austrian and Estonian colleagues”.
The Lithuanian team's concerted efforts to onboard competent authorities have been instrumental in moving towards fully implementing the Once-Only Technical System. On 3-4 April 2025, Lithuania hosted a highly successful event (opens in a new tab) in collaboration with the European Commission, which looked specifically at onboarding competent authorities. The event, which attracted stakeholders from Lithuania and across the EU, served as a platform to showcase the advancements in the OOTS’ implementation and address the remaining challenges. Rasa noted that beyond the high numbers of participants – 200 people from across 22 Member States – she noted that “the strong political support and collaborative spirit between the participants was also truly amazing”.
Reflecting on the spirit of European cooperation so inherent the OOTS project, Eglė stated “remembering how we were developing our national OOTS, we were actively seeking advice and insights from our Finish colleagues(opens in a new tab), and we were truly benefitting from their expertise”.
Lithuania's effective approach to implementing the Once-Only Technical System underscores its commitment to digital excellence, promising a future where technology simplifies lives and strengthens governance.
