  • Target groups

    Competent authorities connecting to the Once-Only Technical System stand to benefit most from this event. Participation will be especially useful for newcomers and authorities in the population, education and business domains. This event will also be a great opportunity for technical leads to prepare for live transactions and for UX and design teams to explore these topics. Single Digital Gateway national coordinators and team members working on implementing Once-Only in their Member State are warmly invited to join as well.

  • Travel

    Travel costs of up to four (4) participants in total per EU Member State can be reimbursed by the Commission: up to two (2) from the national team, and up to two (2) representatives of competent authorities. The appointed SDG national coordinators are responsible for managing participation from their respective Member States.

Description

The “Europe goes Once-Only” event series accelerates the onboarding of national competent authorities to the Once-Only Technical System. It brings experts working on Once-Only from all over Europe directly to the Member States to discuss, learn and overcome challenges together.

“Europe goes Once-Only – Portugal edition” is organised under the motto “Facing challenges together”. In this spirit, this event brings together competent authorities connecting to Once-Only with the national and Commission teams implementing this system. At the heart of this event are six interactive workshop tracks that will allow participants to understand how to onboard to Once-Only, share the challenges they face and collaboratively work on concrete solutions to overcome them.

At the start of the event, a newcomers track will provide all event participants with a common understanding of the Once-Only Technical System and the issues it addresses. Afterwards, competent authorities will be able to join one of three tracks tailored to their domains, namely population, education, and business and professional qualifications. Two additional tracks will support national teams in preparing for live transactions and rolling out Once-Only services and provide a chance to discuss “hot topics”.

During a panel discussion, competent authorities and national coordinators will share their insights on best practices and challenges for authorities connecting to the Once-Only Technical System.

This event will also showcase national initiatives related to Once-Only, such as Mosaico and the Portuguese Digital Wallet. Finally, it will explore key issues related to User Experience as well as accessibility and usability.

“Europe goes Once-Only – Portugal edition” is organised by the Portuguese Administrative Modernization Agency (AMA) and the European Commission. It builds on the success of previous events organised in Finland(opens in a new tab) and Lithuania(opens in a new tab), which brought together more than 300 experts from 26 Member States and EFTA countries.

As part of this event, the participants will have the chance to join the following workshop tracks targeted at different audiences:

    This workshop is for all event participants, including representatives of competent authorities who are new to the Once-Only Technical System.
  • Track 2 - Population
    This workshop is for representatives of competent authorities responsible for population data.
  • Track 3 - Education
    This workshop is for representatives of competent authorities responsible for any of the study-related procedures and providers of education-related data.
  • Track 4 - Business and professional qualifications:
    This workshop is for representatives of competent authorities responsible for evidence mapping in the business domain authorities providing services under Services Directive (2006/123/EC)(opens in a new tab) and authorities exchanging evidence related to professional qualifications.
  • Track 5 - Go-live
    This workshop is for coordination and technical teams working on the implementation of the Once-Only Technical System in their Member State and SDG national coordinators.

    Parallel Workshops

    Track 1: Newcomers: This session will provide participants with a clear understanding of the Once-Only Technical System, including its benefits for citizens, businesses, and competent authorities (i.e., the public administrations connecting to the system to exchange documents and data, known as 'evidence'). By the end of this session, participants will know what problems the OOTS addresses and understand their role in relation to the system - namely, whether they act as a requester or provider of the evidence exchanged through the system, or both.

    Track 5: Go-live: This session will allow national implementation teams to continue the discussion on updates to the Acceleratormeter, including the new approach on tracking the onboarding of competent authorities.

    Parallel Workshops

    Track 2: Population: Over the course of two days, this track will allow population registers to identify use cases for evidence exchanges, including discussions on the handling of cases where data is not complete. Participants will have the chance to exchange information on their go-live roadmaps and explore the conclusions of an ongoing consultation with population data providers on evidence requirements. This track will also discuss the evidence mapping framework and next steps for exchanging structured data.

    Track 3: Education: This track will invite Member States to demo their implementations in the education domain to showcase what the future experience will be like for users. Participants will then work on defining evidence requirements in this domain. This track will also discuss the evidence mapping framework and next steps for exchanging structured data.

    Track 4: Business and professional qualifications: This track is aimed at competent authorities in the business domain as well as authorities dealing with professional qualifications. First, it will allow participants to discuss the mapping of evidences on procedures related to the Professional Qualifications Directive. Second, it will be a chance to discuss procedures related to temporary cross-border provisions as well as cross-border establishments under the Services Directive. This workshop will also explore the EU Company Certificate.

    Track 5: Go-live: This session will advance the discussion on moving OOTS components into production and monitoring them.

    (1) The INVEST project: This workshop is organised by the INVEST consortium. It will debate possible future scenarios of interoperable cross-border digital public services through a foresight exercise.
