Substantial increase in CEF Building Blocks uptake

The European Commission is happy to announce a further increase in the use of their open and reusable digital solutions, the Connecting Europe Facility (CEF) Building Blocks.

The uptake and reuse figures in this article come from a CEF Monitoring report covering the third quarter of 2020. In particular, these figures show a substantial increase in the uptake of the Building Blocks in projects funded through CEF grants.

CEF Grants

Since the first grants in 2014, more than €80 million has been allocated to support the uptake of the Building Blocks. This investment continues to bear fruit as we observe a strong and steady increase in uptake. The list below demonstrates the increase in Building Block reuse since last year in projects funded through CEF grants.

eDelivery

  • 40 eDelivery Access Points have been deployed;
  • 14 additional countries have been supported in deploying eDelivery Access Points;
  • 15 eDelivery Service Metadata Publishers (SMPs) components were deployed.

eID

  • 9 eIDAS Nodes passed the interoperability readiness test;
  • Services in the Health and Economy & Finance sectors are now connected to an eIDAS-Node.

eInvoicing

  • 38 eInvoicing solutions were made compliant with the European standard on eInvoicing.

eTranslation

  • 15 information systems were connected to eTranslation;
  • 468 additional language resources were collected by the European Language Resource Coordination.

In addition to these grants highlights, we would also like to underline the following noteworthy increases:

  • The various releases of the CEF eSignature Digital Signature Services (DSS) open-source libraries have been downloaded 709 times via the CEF Digital platform. This shows a steady increase compared to previous quarters;
  • Six additional Qualified Trust Service Providers (QTSPs) have been added to the List of Trusted Lists. This represents the highest increase- equal with Q2 2020 - since 2018. This brings the total number of service providers that are able to facilitate the validation of electronic signatures or seals to 192;
  • Almost 76 million additional translation requests were carried out using CEF eTranslation. This is the biggest increase in one quarter since the launch of the eTranslation system. Find out more about eTranslation on CEF Digital.

Building Block highlights 

At the end of September 2020, 293 projects were reusing the CEF Building Blocks. This means that 28 projects have started reusing the CEF Building Blocks in Q3 2020. The three Building Blocks with the biggest increase in projects are:

  • eSignature, growing from 63 to 87 projects;
  • eDelivery, growing from 28 to 33 projects;
  • eID, growing from 37 to 42 projects.

These reuse figures join those who are analysing reuse of a Building Block (90) or have committed to reuse one (55), meaning 438 projects look to benefit from the CEF Building Blocks.
