SEMIC 2024: Digital Building Blocks and the future of Interoperability










The conference, hosted by the European Commission in collaboration with the Belgian Presidency of the Council of the European Union and Digital Flanders, aligned perfectly with the objectives of the newly enacted Interoperable Europe Act. This act aims to bridge the gap between visionary goals and concrete actions, fostering a digitally connected European public sector.

Attendees engaged with the latest advancements in data exchange and interoperability through eSignature, eDelivery and eID Building Blocks at the conference stands. The atmosphere was charged with enthusiasm as participants explored innovative solutions, learned about the latest advancements and successes in public sector interoperability and shared insights. Our stand offered an overview of the sector’s cutting-edge developments, emphasizing the collaborative efforts driving Europe's digital future. We are looking forward to continue our discussions in other formats and contribute to more Interoperable Europe.

Performance improvements in Domibus 5.0.9


On 28 June 2024, we released Domibus 5.0.9, the latest version in this product line of the eDelivery AS4 Access Point sample implementation. Domibus 5.0.9 introduces performance improvements and essential bug fixes designed to enhance user experience.

Domibus 5.0.9 addresses several issues, including the error shown when setting a future "Received from" date on the Messages page, and propagates the fix for the Connection Monitoring issue already included in version 5.1.4.

Please note that, as announced with the release of Domibus 5.0.8, the validation of party roles for Access Points configured in PULL mode remains an important consideration in Domibus 5.0.9. Pre-5.0.8 PModes may still face compatibility issues due to this validation fix. To address this, a Domibus property is available to temporarily disable the validation, allowing users time to update their PModes. For assistance, please refer to the upgrade instructions.

Domibus 5.0.9 is backward compatible with version 5.0.8, making the upgrade straightforward and non-mandatory but highly recommended.

For security, users installing any Domibus packages labelled as "Full Distribution" must update the application servers to the latest version post-installation to ensure system security.

Introducing the revamped eSignature Validator

On behalf of the European Commission, we are excited to introduce the revamped version of the eSignature Validator! This user-friendly yet powerful tool is now integrated into the eIDAS Dashboard for hassle-free electronic signature validation. 

In compliance with Regulation (EU) No 910/2014 (eIDAS) and based on the latest ETSI standards, this tool complies with the most up-to-date electronic signature validation technical specifications. Businesses and citizens exchanging electronically signed documents with the European Commission, can take stock of this tool since it implements Commission’s electronic signatures’ validation policy (“validation policy” hereafter). You can download and consult the so-called, signature applicability rules via this link.

How it works:

Users of this tool, need to authenticate with their personal EU Login[1] account and upload the electronically signed document they wish to be validated. The validation’s result color, indicates the technical qualification level of the signature. This ensures a straightforward interpretation of the signature's value, facilitating a simple validation process accessible to any citizen, without compromising precision in regulatory validation.

  • Green : The Signature (or seal) is Qualified under the Regulation (EU) No 910/2014 (eIDAS).
  • Orange : The Signature (or seal) is notQualified under the Regulation (EU) No 910/2014 (eIDAS), its acceptability depends on the recipient's policy.
  • Red : The Signature (or seal) is invalid

Two-step validation approach:

The eSignature Validator focuses on technical validation. Once this step is completed, businesses are encouraged to conduct a business validation to confirm the signer's authorization, ensuring maximum security in electronic transactions.

Focus on data privacy:

For those curious about the technical intricacies, our validator is retaining only essential information like validation date, file format, and size, without collecting any personal data.

New "Browse eIDAS-Network" feature launched in the eIDAS Dashboard

As part of the ongoing expansion of the eIDAS Dashboard with eID functionalities, the team launched a new "Browse eIDAS-Network" page. This informative tool provides the general public with a comprehensive overview of the operational interconnections within the eIDAS Network.

Key benefits:

  • Enhanced transparency: Users can see detailed maps and lists of each country's operational interconnections.
  • Up-to-date information: Automated updates ensure the data is current, avoiding cumbersome maintenance by Node Operators.
  • Easy navigation: The revamped dashboard menu helps users find the information they need quickly and efficiently.

How it works:

The "Browse eIDAS-Network" page allows users to:

  • View an overview of the network's interconnections.
  • Select specific countries to see detailed interconnection information, including maps and lists.
  • Access the countries' eID Point of Single Contact details and support contacts from its eIDAS-Node metadata.

 

This feature maximizes data accuracy and quality while simplifying the maintenance process through automation. With these updates, users can ensure correct configurations of interconnections, improving the overall efficiency and reliability of the eIDAS Network.

Domibus 5.1.5 released with security enhancements


On 17 June 2024, we released Domibus 5.1.5, the latest version of the eDelivery AS4 Access Point sample implementation. This version includes important security updates and fixes for recent vulnerabilities.

In Domibus 5.1.5, we have introduced a new property that enforces strict rules for all password-type properties. Additionally, the WebLogic datasource configuration, eDeliveryDs, has been updated to disable support for global transactions. We have also applied security updates to third-party libraries and APIs used in Domibus.

Domibus 5.1.5 is backward compatible with version 5.1.4, ensuring a smooth transition for users who decide to upgrade. The upgrade to Domibus 5.1.5 is not mandatory, but we highly recommend it to enhance your Access Point security.

Still for security reasons, users installing any of the Domibus packages labelled as "Full Distribution" should update their application servers to the latest version after installation.

New Domibus patches: upgrade now for enhanced security and stability

The latest Domibus versions, 5.0.9 and 5.1.5, have been released in the first half of 2024, bringing essential bug fixes to the eDelivery sample AS4 software. These updates address issues reported by users and and make Domibus' both product lines more robust.

Domibus 5.0.9 resolves several bugs and improves the overall functionality of the Domibus 5.0.x line. The release focuses on enhancing stability and addressing user-reported issues.

Domibus 5.1.5 brings similar fixes and improvements to the Domibus 5.1.x line, ensuring a more reliable AS4 installation.

Ensure your Access Point implementation is up-to-date with Domibus 5.0.9 and 5.1.5 to benefit from the latest fixes and improvements.

For all Domibus users, we advise planning your upgrade to Domibus 5.2 for the first half of 2025.

Support timeline for eDelivery sample software in 2024 and beyond

If you are using eDelivery sample software, understanding the support timelines for the specific products is important for maintaining security and efficiency in your organisation. This article outlines the support timelines for Domibus, DomiSML and DomiSMP in 2024 and beyond.

Please note that all planned dates are tentative and subject to change.

Domibus support

Domibus 5.0.x and 5.1.x: Both product lines will receive support until the end of Q2 2025, which is six months after the release of release of Domibus 5.2.

Domibus 5.2 is planned to be a long-term support version. Organisations are strongly advised to upgrade to Domibus 5.2 as soon as it released. This version includes significant security improvements with an updated technology stack.

DomiSML support

DomiSML 4.3, the current version, will be supported until 15 August 2025, that is three months after the scheduled release of DomiSML 5.0. This will provide a total of 21 months of support for DomiSML 4.3.

DomiSMP support

DomiSMP 5.0.1, the last version, was released in November last year. The 5.0.x line will be supported until 24 January 2025, which is three months after the planned release of DomiSMP 5.1.

eDelivery Building Block

DomiSML is the sample software provided by the European Commission to implement an eDelivery Service Metadata Locator for an eDelivery party to discover the URLs of other counterparties using eDelivery Access Points and their corresponding metadata. It is based on the eDelivery BDXL profile, an open technical specification for locating Access Points within a network, and on the PEPPOL SML Specification, a technical specification defining a BDXL administration API.

Two-Factor Authentication (2FA) introduced for closed groups as of June

To strengthen security measures for our eDelivery community pages, we are mandating Two-Factor Authentication (2FA) for EU Login accounts starting Friday, 14 June 2024.

EU Login serves as the central access point for various European Commission services. It verifies your identity and safeguards your access and permissions also on eDelivery pages. You can use it through a social media account or have a dedicated EU Login account.

What is Two-Factor Authentication (2FA)?

2FA adds an extra layer of security to your login process. In addition to your username and password, you will be required to provide a second factor, such as a PIN, a code from a mobile app, or biometric verification (for example, fingerprint scan). This significantly reduces the risk of unauthorised access even if your password is compromised.

eDelivery in OpenPeppol's eInvoicing & eProcurement Conference

OpenPeppol held its eInvoicing & eProcurement Conference on 29 & 30 May in Brussels. The goal of the gathering was to hear from representatives of different institutions and businesses about the perspectives that eInvoicing is facing due to new regulations and tax rules.

Bogdan Dumitriu, European Commission's DG DIGIT policy officer in charge of eDelivery implementation, took the floor on the conference's second day. His session was part of the block titled "The four-corner model – developments and new use cases".

Peppol architecture

eDelivery's presentation was preceded by a session from Klaus Vilstrup, chief architect at OpenPeppol, who spoke about the challenges service providers face in eInvoicing. He described the Peppol Network's journey from its early pilot days to its current mature state. A key part of this evolution was establishing strong governance and mature specifications, both technical and business.

Klaus highlighted the effectiveness of the four-corner model within the Peppol ecosystem. However, they are now considering adding a fifth corner to automate regulatory data submission, reducing the burden on businesses. Peppol's projected fifth-corner model was one of the highlights of Lefteris Leontaridis's talk during the last eDelivery Informal Cooperation Network meeting (for details on the head of the Peppol Operating Office's session, see our summary from the event).

Going back to the opening session of "The four-corner model – developments and new use cases" block at the eInvoicing & eProcurement Conference, Klaus Vilstrup acknowledged the technical debt accumulated over time, which is normal for growing systems. Steps are being taken to address this debt, such as adopting SMP 2.0 and assuming responsibility for critical infrastructure. He additionally communicated that OpenPeppol is collaborating with stakeholders, including the European Commission, to define a new model for Peppol SML discovery.

eDelivery's presentation

Our presentation was titled "Critical infrastructure and the future of eDelivery". During the session, Bogdan discussed eDelivery's Service Metadata Locator (SML), a vital component of Peppol's infrastructure, as well as the status of eDelivery and the other European Commission's Building Blocks as fundamental for secure and reliable data exchange across European digital ecosystems.

Bogdan spoke about the evolution of eDelivery, noting its significant role in supporting Peppol's network, particularly in the transition from AS2 to AS4 protocols, which enhance security and efficiency. The widespread use of eDelivery within Peppol also underscores the Building Block's capabilities to manage a large number of participants.

As always, it was worth to emphasise that eDelivery supports various digital services by providing a scalable and payload-agnostic solution, meaning it can handle different types of data and workflows without needing major adjustments. Bogdan pointed out that eDelivery's robust security features, such as encryption and reliable message delivery, make it a trusted solution for projects.

eDelivery's standardised message-exchange API, based on OASIS/ISO ebMS3/AS4, ensures interoperability across different domains and projects by using a common protocol. Bogdan concluded by highlighting eDelivery's role in promoting interoperability, scalability and efficiency, thereby ensuring seamless communication and data exchange across Europe's digital ecosystems.

eDelivery Building Block

eDelivery is a Building Block provided by the European Commission, offering technical specifications, installable software and services for secure digital data exchange across a network of nodes.

The eDelivery SML service uses DNS (Domain Name System) lookup to find information concerning a given participant in a message exchange network. This approach does not need a single, central server to run the discovery interface (with its associated single point of failure). Instead, the use of the DNS makes it highly resilient. At runtime, the SML uses decentralised DNS for load balancing of requests, thus supporting a full European-wide up-scaling of performance. Since eDelivery interfaces with the global DNS system, the SML can virtually operate 24/7/365. In case of failure, participants would still be able to discover each other based on the information stored on the DNS.

The current eDelivery SML Service is based on the sample implementation of the SML software maintained by the European Commission.

New eDelivery-based ecosystems live now

eDelivery is experiencing increasing adoption across various sectors. We closed 2023 with the go-live of OOTS. The three digital ecosystems discussed below have transitioned to production in the first half of 2024. On the horizon, there are some other ecosystems considering the reuse of the eDelivery Building Block. Paving the way to a more interconnected and efficient future of data exchange, eDelivery continues to be chosen for various digital platforms and systems. Central European System of Payment Information (CESOP)

DG TAXUD has launched the Central European System of Payment Information (CESOP) to combat cross-border VAT fraud. As of 1 January 2024, payment processors need to report transactions involving vendors, buyers, services or products spanning multiple Member States to their national tax authorities. This data is then transferred via eDelivery to the central CESOP platform, accessible to tax authorities across the EU.

In April 2024, CESOP successfully completed its first quarterly data transfer, demonstrating eDelivery's capacity to handle large volumes of information. This achievement is significant as it marks one of the first large-scale implementations of eDelivery.

Union Database of Biofuels (UDP)

The Union Database of Biofuels (UDB), overseen by DG ENER, went live on 15 January 2024. It is operational through the EU Send's eDelivery service.

The UDB, based on the Clean Energy for all Europeans package and Articles 28(2) and (4) of the Renewable Energy Directive (RED II), aims to enhance the traceability of gaseous and liquid fuels in the transport sector. This initiative is crucial in avoiding double counting and mitigating the risk of irregularities and fraud.

This digital ecosystem serves as a prime example of the Building Block's successful integration. By using eDelivery, the UDB ensures the secure transmission of data between national databases and the central EU database.

The UDB's implementation of eDelivery was guided by a scoping study conducted by Navigant on behalf of the European Commission, along with further fact-finding by the DG ENER team.

Transparency Register

The digital ecosystem went live in Q1 2024. It is operational through the EU Send's eDelivery service.

The Transparency Register is an inter-institutional communication channel meant to facilitate the exchange of information on lobbyists between the European Commission and the European Parliament. In other words, it is a database tracking organisations seeking to influence EU law-making and policy implementation. This aligns with the Commission's decisions mandating the publication of meetings held between Commission members and interest representatives.

By leveraging eDelivery, both institutions ensure secure and efficient communication, streamlining the way lobbyist data is shared and maintained.

The eDelivery Monitoring Dashboard has the following core aspects:

  • Tracking adoption across digital ecosystems. Our monitoring dashboard shows the adoption of eDelivery across various digital ecosystems. We track the progress from analysis to implementation and into production. The dashboard highlights the number of ecosystems using eDelivery, providing a clear picture of its widespread adoption.
  • Statistics on Access Points and messages. The dashboard provides quarterly statistics on the number of Access Points and message exchanges. These metrics help us understand how extensively eDelivery is being utilised and the volume of data being transferred. This data is crucial for assessing the effectiveness and efficiency of the Building Block.

How it works

As for all the other Building Blocks, consulting the dashboard can help you understand the performance and impact of eDelivery. Our dashboard works in a similar way as its counterparts for EBSI, eID, eInvoicing and eSignature.

The main page of the dashboard shows you Indicators, which are insights on the following areas:

  • Engagement metrics. We measure engagement through event attendance and newsletter subscriptions. A growing number of subscribers indicates a high level of interest and relevance of the news we share about eDelivery. By the way, have you already subscribed to eDelivery news?
  • Ecosystem reuse. We track the reuse of eDelivery in various digital ecosystems. This includes both public and private organisations interconnected through eDelivery, helping us gauge its integration and utility in different sectors.

The dashboard's interactive features allow you to explore various data visualisations. Click "Learn more" buttons on the main page to go to specific sections.

For instance, from the first box within the "Reuse of eDelivery" section you can switch to the details on the distribution of Access Points across Europe and breakdowns by Member States and ecosystems (see screenshot). This visualisation helps identify areas of high adoption and potential gaps.

The results from the eDelivery Interoperability Event

We would like to extend our gratitude to everyone who participated in the first sessions of the Interoperability Event on 11 & 25 June. Your engagement and contributions were invaluable. For presentation slides that include more context information, see the event page.

The primary objective of the Interoperability Event is to test the new cryptography introduced in the 2024 drafts of the eDelivery AS4 profile 2.0 specifications.

The next session is scheduled for Tuesday, 1 October at 14 CEST. It is planned for three hours and will follow the same format as the first sessions, with further proof-of-concept AS4 implementations that were not ready this time around. To take part in the testing, share certificates and details about connection so we can set the testing environment up.

Our testing sessions are conducted remotely via Webex and Microsoft Teams. We pair participating AS4 solutions to let them exchange simple messages with each other. For detailed information, please refer to our technical guidance.

eDelivery Building Block

eDelivery is a Building Block provided by the European Commission, offering technical specifications, installable software and services for secure digital data exchange across a network of nodes.

The eDelivery specifications include the eDelivery AS4 profile, an open technical specification ensuring secure, payload-agnostic and reliable data exchange; the eDelivery SMP profile, designed for publishing service metadata within a 4-corner network; the eDelivery BDXL profile, which enables locating Access Points within the network; and the eDelivery ebCore Party ID profile, a technical specification for the recommended notation for party addressing.

Domibus is the sample software provided by the European Commission to implement an eDelivery Service Metadata Publisher for publishing and retrieving data necessary for an eDelivery party to dynamically configure its system for message exchange with other parties using eDelivery. It is based on the eDelivery AS4 profile, an open technical specification for the secure, web-based, payload-agnostic exchange of data or documents. There are numerous other products and services currently conformant with the eDelivery AS4 1.15 profile. We invite projects to browse the full list before choosing their AS4 software.
