New eDelivery-based ecosystems live now

eDelivery is experiencing increasing adoption across various sectors. We closed 2023 with the go-live of OOTS. The three digital ecosystems discussed below have transitioned to production in the first half of 2024. On the horizon, there are some other ecosystems considering the reuse of the eDelivery Building Block. Paving the way to a more interconnected and efficient future of data exchange, eDelivery continues to be chosen for various digital platforms and systems. Central European System of Payment Information (CESOP)

DG TAXUD has launched the Central European System of Payment Information (CESOP) to combat cross-border VAT fraud. As of 1 January 2024, payment processors need to report transactions involving vendors, buyers, services or products spanning multiple Member States to their national tax authorities. This data is then transferred via eDelivery to the central CESOP platform, accessible to tax authorities across the EU.

In April 2024, CESOP successfully completed its first quarterly data transfer, demonstrating eDelivery's capacity to handle large volumes of information. This achievement is significant as it marks one of the first large-scale implementations of eDelivery.

Union Database of Biofuels (UDP)

The Union Database of Biofuels (UDB), overseen by DG ENER, went live on 15 January 2024. It is operational through the EU Send's eDelivery service.

The UDB, based on the Clean Energy for all Europeans package and Articles 28(2) and (4) of the Renewable Energy Directive (RED II), aims to enhance the traceability of gaseous and liquid fuels in the transport sector. This initiative is crucial in avoiding double counting and mitigating the risk of irregularities and fraud.

This digital ecosystem serves as a prime example of the Building Block's successful integration. By using eDelivery, the UDB ensures the secure transmission of data between national databases and the central EU database.

The UDB's implementation of eDelivery was guided by a scoping study conducted by Navigant on behalf of the European Commission, along with further fact-finding by the DG ENER team.

Transparency Register

The digital ecosystem went live in Q1 2024. It is operational through the EU Send's eDelivery service.

The Transparency Register is an inter-institutional communication channel meant to facilitate the exchange of information on lobbyists between the European Commission and the European Parliament. In other words, it is a database tracking organisations seeking to influence EU law-making and policy implementation. This aligns with the Commission's decisions mandating the publication of meetings held between Commission members and interest representatives.

By leveraging eDelivery, both institutions ensure secure and efficient communication, streamlining the way lobbyist data is shared and maintained.

eDelivery Building Block

eDelivery is a Building Block provided by the European Commission, offering technical specifications, installable software and services for secure digital data exchange across a network of nodes.

The eDelivery specifications include the eDelivery AS4 profile, an open technical specification ensuring secure, payload-agnostic and reliable data exchange; the eDelivery SMP profile, designed for publishing service metadata within a 4-corner network; the eDelivery BDXL profile, which enables locating Access Points within the network; and the eDelivery ebCore Party ID profile, a technical specification for the recommended notation for party addressing.
