The Once-Only Technical System makes headway in the vehicles domain

The Member States and the Commission are making the connection of public authorities in the vehicles domain to the Once-Only Technical System one of their priorities in the upcoming months during the second half of 2024.
The Once-Only Technical System will simplify the life of European citizens and businesses by enabling the automated exchange of documents and data (so called ‘evidence’) between national authorities in the context of cross-border administrative procedures. This will bring benefits across many different domains – from the field of education to the business and vehicles domains. To take advantage of these benefits, national administrations (known as ‘competent authorities’) connect to the Once-Only Technical System to be able to exchange evidence.
Efforts for connecting competent authorities in the vehicles domain are already underway. Representatives from the European Commission’s Directorate General for Internal Market, Industry, Entrepreneurship and SMEs (DG GROW) participated in the EReg and EUCARIS Annual Meetings and Conference that took place in Madrid at the end of May, where they presented the Once-Only Technical System.
EReg(opens in a new tab) is the Association of European Vehicle and Driver Registration Authorities. It aims to make registration and licencing policies work as effective and efficient as possible. The Association supports public registration authorities by contributing to better implementation of registration policies through sharing of knowledge, experience and best practices.
EUCARIS(opens in a new tab) (EUropean CAR and driving license Information System) is a system that connects authorities across Member States so they can share vehicle and driving licence information and other transport related data. It is neither a database nor a central repository, but an exchange mechanism that connects the Vehicle and Driving Licence Registration Authorities across Europe.
EReg, EUCARIS and the European Commission will continue their collaboration in autumn, when the Commission will join the Association’s topic groups to deepen the discussion.
Building a technical bridge between the Once-Only Technical System and EUCARIS
The Commission is supporting EUCARIS in the development of a bridge between the Once-Only Technical System and EUCARIS. The Once-Only Technical System and EUCARIS are both networks of systems for the cross-border exchange of evidence (such as vehicle registration certificates) in electronic form between competent authorities. They overlap in procedures in which vehicle related information is to be exchanged, such as:
- Registering a motor vehicle originating from or already registered in a Member State;
- Obtaining stickers for the use of the national road infrastructure (such as vignettes or tolls);
- Obtaining emission stickers issued by a public body or institution.
The interconnection of the two systems is mutually beneficial. The Once-Only Technical System will benefit from the years of experience built up by EUCARIS. Conversely, EUCARIS will benefit from becoming part of a technical system at the heart of Europe’s digital transformation. The interconnection of the two systems using a bridge may help avoid costly effort duplication and connect many existing evidence providers in a much shorter timeframe.
