In September 2024, the European Commission published an LCM (Life Cycle Management) Interface onboarding procedure for the Once-Only Technical System available in a training environment.
LCM updates can be destructive if not properly implemented. Therefore, the LCM onboarding procedure is available for testing in the Training environment. Member States are requested to use the training environment for LCM submissions.
You can download the guide on LCM Interface onboarding procedure(opens in a new tab) and consult the wider catalogue of supporting services and documentation via the OOTS Service Desk(opens in a new tab).
The Once-Only Technical System is decentralised architecture that connects public authorities, so they can exchange evidence at a citizen's or business' request. When completing an online procedure, citizens will be able to give their explicit request to retrieve evidence from a competent authority in another Member State to complete cross-border administrative procedure. This applies to procedures like registering a vehicle or setting up a business in another EU country, as set out(opens in a new tab) in the Single Digital Gateway Regulation.
This System uses an interoperability layer based on the concept of common reusable “building blocks”, designed to minimise the impact on existing systems in Member States and to maximise opportunities for reuse.
The LCM interface is composed of the Evidence Broker (EB) LCM interface and the Data Service Directory (DSD) LCM interface. The details of this infrastructure are presented in a series of Technical Design Documents(opens in a new tab).
