This study analyses the costs, benefits and European added value of five EU funds investing in human capital (the European Social Fund, the Youth Employment Initiative, the Fund for European Aid to the Most Deprived, the Employment and Social Innovation programme and the European Globalisation Adjustment Fund). The conclusions feeds into the Commission’s impact assessment of these funds for the post- 2020 programming period.
