Talks on Omnibus Regulation set to continue after positive start

Following constructive discussions between the European Parliament and Council on the so-called Omnibus Regulation, the European Commission has reiterated its willingness to continue acting as a facilitator to talks as and when they resume.

Whilst agreement has not yet been reached, much progress has already been made on a number of substantive issues and all parties have demonstrated their willingness to find agreement. The Commission is hopeful that negotiations will  resume shortly on the outstanding issues following this first exchange of views.

The Omnibus Regulation would further clarify technical rules that are important in view of the upcoming landing obligation which comes into force gradually from January 2015. When agreement is reached any remaining technical detail of the implementation of the landing obligation will be clarified. The Commission will provide guidance in the coming days to ensure full legal clarity for those affected by the landing obligation coming into force on the 1st January.
