1st EU-South Korea Supply Chains and Industrial Policy Dialogue

The first Supply Chains and Industrial Policy Dialogue (SCIPD) between the Republic of Korea (ROK) and the EU took place on 5 December. This was the 5th meeting between DG GROW and the Ministry for Trade, Industry and Energy since the establishment of the cooperation mechanism between the two administrations in 2014. Following a long period of inactivity – as the last Industrial Policy Dialogue took place in 2020 – this year’s SCIPD aimed to put the emphasis on restarting cooperation and on promoting closer exchanges on supply chain and resilience matters.

Both sides provided an overview of their respective supply chain resilience and economic security policies, as well as exchanged on their methodologies for monitoring of supply chain disruptions. A second session on thematic cooperation followed, covering regulatory cooperation in automotive, multilateral cooperation on hydrogen and raw materials, as well as discussions on wind, batteries, semiconductors, and Korea’s proposal for a Carbon-Free Alliance. 


In the final session, the EU proposed a series of next steps related to supply chain cooperation that both sides could work towards over the course of the year ahead of the next plenary. ROK agreed that GROW and MOTIE should advance in their work on supply chains – suggesting joint monitoring as a potential follow-up -  cooperation on hydrogen certification, and raw material standards (under ISO project committee 348). In order to advance on these issues, both sides agreed to appoint sherpas to meet at regular intervals between the plenaries and to iron out the details of the bilateral cooperation.

The next iteration of the SCIPD will take place in 2024 in Seoul.
