New online platform simplifying compliance of Member States with notification obligations

On 19 September, the Commission launched a new online platform as part of its efforts to reduce administrative burden and facilitate Member States’ compliance with their notification obligations under EU law. The new Single Notification Window offers a single-entry point to a broad range of notification obligations relevant to the Single Market, without amending the existing notification procedures themselves.

While not replacing the existing notification systems, the Single Notification Window makes their use simpler by providing access to all relevant information about various notification requirements in one place. This includes information on the underlying legal acts establishing each notification procedure, a summarised description of the Member States’ notification obligations, as well as links to the appropriate platforms and communication channels for submitting each type of notification to the Commission. The Single Notification Window covers more than 500 notification obligations established under 168 different pieces of legislation – including, for example, those under the Single Market Transparency Directive, the Services Directive, the Energy Tax Directive or the Directive on Unfair Terms in Consumer Contracts. Importantly, however, the platform does not cover Member States’ other reporting obligations, rapid alert systems, notification obligations in relation to EU competition rules, and obligations to transpose or provisions on penalties.

The Single Notification Window has been developed following a joint initiative of 12 Member States, calling on the Commission to modernize the systems related to notification procedures already in place. It demonstrates the commitment of the Commission to work closely with the Member States on improving the functioning of the internal market. The Commission will regularly update the content of the website and further improve its features in cooperation with the Member States.
