Adoption of the European Semester Autumn Package

The core of the package is the Annual Sustainable Growth Survey (ASGS), which outlines the economic and employment policy priorities for the EU for the coming 12 to 18 months. It is accompanied by the proposed recommendations to Euro Area Member States to address issues critical to the Euro Area economy. The package also includes the Proposal for a Joint Employment Report, and the Alert Mechanism Report, as well as the post-programme surveillance reports for Ireland, Greece, Spain, Cyprus and Portugal.

DG GROW’s aim was to ensure ample coverage of Single Market and micro-economic aspects and challenges, in line with our priorities and areas of competence. This was facilitated by a close working relationship with the lead and other DGs. As a result, prominent amongst the priorities in the Package are issues such as supporting our SMEs, addressing energy prices and energy security, the need for resilience and to curb supply chain disruptions, and promoting a well-functioning Single Market.  

Aligned with DG GROW’s priorities as well as considering the current challenges related to the global economic and geopolitical situation, the package recognises the need:

  • To protect key investments for the green and digital twin transition and for energy security
  • To ensure robust supply chains and the impact supply chain disruptions are having on European industry and its competitiveness
  • To put a strong focus on helping European SMEs through this exceptionally difficult period
  • On the eve of its 30th anniversary - promote a well-functioning Single Market to get Europe’s economy through this period; preserving its integrity and ensuring a level-playing field 
  • To eliminate restrictive regulatory practices and the circumvention of EU public procurement rules, remove restrictions on exports, reform markets to remove bottlenecks in the business environment and deliver effective insolvency regimes
