Caroline Herschel Framework Partnership Agreement

The European Commission is launching a call for proposals to establish the Caroline Herschel Framework Partnership Agreement between the Commission and Copernicus Participating States.

Objectives and Description

The aim of this call is to establish a framework partnership between the Commission and Copernicus Participating States to fund actions that will:

  • increase the use of Copernicus data and information (user uptake)
  • spur the development of a downstream market commercially able to exploit Copernicus data and information (business solutions and innovative applications)

The Commission will conclude one Framework Partnership Agreement with the winner of this call. This must be a consortium composed of multiple members. The agreement will be for the period 2017-2021.

Eligible Applicants

Applicants must be established in one of the Copernicus Participating States. These are:

  • the 28 EU Member States
  • Norway
  • Iceland

Applications must be presented by a consortium of Copernicus Participating States, represented by public bodies or bodies with a public service mission, as recognised by the law of the state in question.

Project proposals submitted by one applicant are not eligible.

Legal entities having a legal or capital link with applicants, which is neither limited to the action nor established for the sole purpose of its implementation, may take part in the framework members of the Caroline Hershel Framework Partnership Agreement as affiliated entities.

Budget and Project Duration

The total budget earmarked for the co-financing of projects is estimated at €1 000 000 per specific grant agreement. The duration of the Framework Partnership Agreement is 4 years from 2017 to 2021. Financial assistance from the Commission cannot exceed 85% of the eligible costs.

The maximum co-funding rate may be exceeded due to the reimbursement of costs related to the registry of patents and other intellectual property rights, for which the rate is 100%.

Applicants must comply with the requirements set out in the full text and  should use the Electronic Submission System (SEP) to submit their proposal. You will need to create an EU Login account (formerly ECAS) if you do not already have one.

Applications must be sent no later than 7 November 2017, 17:00 Brussels time.
