Second workshop on the big data and B2B platforms study

The European Commission and the Executive Agency for Small and Medium-sized Enterprises (EASME) organised the second round of workshops related to the 2 pilots on the study Big Data and B2B platforms: the next big opportunity for Europe, on 17 September 2019.

These workshops took place as part of the study started in December 2018 to analyse how to accelerate the growth of the data-based economy and to support the development of big data and B2B platforms in Europe. The study focuses on 2 sectors: (i) cooperative, connected and automated mobility and (ii) high-impact healthcare.

Pilot on fair and equal data sharing for cooperative, connected and automated mobility

The pilot aims to show a possible solution for improved fair and undistorted competition. Particularly, on equal access to in-vehicle data for all market participants (SMEs in particular) through a shared data platform.

The pilot's second workshop took place on Tuesday 17 September 2019 and gathered 28 experts. The workshop covered

  • the shared server solution architecture needs and the pilot design, focusing on piloting feasible information flows, managing systems’ complexity and data diversity
  • the coupling and investigation of proposed services and data concerning low latency and heavy processing needs
  • privacy issues and experimentation with Microsoft Azure components during the implementation phase

This workshop took place to demonstrate the results of the design phase, during which, we focused on identifying and addressing the main issues that arose from implementing the shared server architecture, touching on data transmission, semantic interoperability and standardisation. The second workshop concluded the design phase and opened the implementation phase, during which we will implement the pilot data architecture via an Agile approach in two cycles. 

Pilot on a high-quality, diabetes-related data repository by using the latest technologies and big data breakthroughs

The pilot aims to extract and exploit data from type 2 diabetes (T2D) datasets to develop a comprehensive biomarker package that quantifies the relevant processes of the metabolic flexibility system and determines an individual’s metabolic health trajectory and predisposition to certain conditions. The extracted T2D data will be coupled with real-world evidence (RWE) data from multiple sources outside the typical clinical research setting. The ultimate aim of the pilot is to test and further develop a federated database infrastructure responding to FAIR principles (findable, accessible, interoperable and reusable) able to connect data from different research sources. The added value of such an infrastructure will be shown by specific use cases.

The second workshop of the pilot took place on 17 September 2019 with the participation of 20 experts. The workshop covered

  • the infrastructure of data sharing
  • an interactive session on the use cases and required ontologies & vocabularies, including those for data logics, diabetes diagnostics, diabetes treatment, etc.

During the design phase, we elaborated on the setup of the infrastructure, data selection and extraction processes, the ontology (the definitions and rules for data interaction), and some practical examples of how to use the data in the database.

Background

We will complete the study by December 2020. It will deliver 2 pilots, one on data sharing in connected mobility and another on a diabetes-related data repository using big data. We're conducting the study in consultation with stakeholders such as policymakers, business and industry representatives, SMEs and large companies, as well as academia and researchers. Selected stakeholders take part in 8 workshops (4 for each pilot) to help design and test the main features of 2 pilots. The study will also produce a report to identify potential market deficiencies and regulatory barriers that may be a hindrance to SMEs when wanting to use big data and B2B platforms. Likewise, the final deliverables for this study also include a report about skills on cooperative, connected and automated mobility and a report on policy recommendations for both of the covered sectors.

A final conference will take place in November 2020 (date to be confirmed) in Brussels, to present the study's findings.
