European Commission publishes a Circular Economy Package

On 16 January the European Commission issued a package of documents under its Circular Economy Action Plan. The package is made up of a European strategy for plastics in a circular economy; a Communication on the interface between EU chemicals, products and waste policies; a monitoring framework on the circular economy; a proposal for a new Directive on port reception facilities; a report on critical raw materials and the circular economy, and a report on oxo-plastics.

The monitoring framework will be used to measure progress towards a circular economy at EU and national level. It is composed of a set of ten key indicators which cover each phase – i.e. production, consumption, waste management and secondary raw materials – as well as investments, jobs, gross value added and innovation. It draws upon and complements the EIP's Raw Materials Scoreboard. In order to underpin this initiative, Eurostat, the statistical office of the European Union, is launching a new website section dedicated to circular economy reporting all the indicators of the monitoring framework, updated with latest data, as well as supporting visualisation tools. 

The report on critical raw materials highlights the potential to make the use of the 27 critical materials in our economy more circular. It reviews important sectors for critical raw materials and describes relevant EU policies, refers to key initiatives such as the EIP, presents data and gives sources of data, identifies good practices and indicates possible further actions.
