Funding to support Ukraine’s reconstruction

Members of the Level(s) community, working throughout the built environment sector, may be interested in taking part in the following opportunities to work to support the reconstruction of Ukraine.

Horizon call for proposals

The Horizon programme has published a EUR 5 million call for proposals inviting tenderers to:

  • contribute to the implementation of EU policy and international commitments (European Green Deal, Global Approach to Research and Innovation);
  • identify a core group of Ukrainian cities that would commit to a climate neutrality target, including in reconstruction efforts;
  • accelerate the systemic transition to climate neutrality of Ukrainian cities by preparing local authorities to meet the overarching objectives of the European Green Deal;
  • increase the visibility of the EU and its cities as leaders and engage cities participating in the Cities Mission in twinning and teaming activities with collaboration-minded Ukrainian city partners.

In addition to a significant contribution to the objective of the European Green Deal to make Europe climate neutral by 2050, the actions funded will also contribute to the UN Agenda 2030, the EU Zero Pollution Action Plan, the Fit for 55 strategy, the Biodiversity Strategy for 2030, the EU Strategy on adaptation to climate change, the EU Industrial Strategy, the EU Bioeconomy Strategy and the New European Bauhaus initiative. In the process, they will support cities in their twin green and digital transformation.

The submission deadline is 6 September 2023.

European Union LIFE 2023 Call: Ukrainian organisations invited to apply

The LIFE Programme is the EU’s funding instrument for the environment and climate action, running since 1992. Under LIFE 2023, the EU plans to provide grants for the implementation of project activities in the spheres of nature conservation, environmental protection, climate action and clean energy transition projects. While Ukrainian organisations are eligible for various calls under the LIFE Programme 2023, two built environment projects are targeting Ukraine specifically:

  • Phoenix: Project for a holistic orientation towards environmental new infrastructure in Ukrainian Cities – Waste
  • Phoenix: Project for a holistic orientation towards environmental new infrastructure in Ukrainian Cities – Water
