Reducing disaster risks

Earthquakes, floods, droughts and other natural disasters cannot be prevented. However, steps can be taken to minimise their impact on people and property – especially in places where such events occur on a regular basis.

The EU is committed to funding Disaster Risk Reduction (DRR) measures in order to save lives and to help communities get back on their feet as quickly as possible. DRR initiatives can build capacity through training, community organisation, contingency planning and the development of early warning systems. Reducing risks is also about constructing robust shelters and protecting valuable assets, such as livestock and water supplies.

About 16 % of the EU's humanitarian aid budget is directed to DRR activities, which save money as well as lives. In fact, every euro spent on preparation and risk reduction saves between four and seven euros when responding to a disaster and its aftermath.

The EU runs its own disaster preparedness programme (DIPECHO), which also acts as a forum where different organisations – government agencies, international aid bodies and voluntary groups – can work together on disaster preparation issues.
