Connecting Europe Facility Building Blocks Presented at DIGITEC 2018: innovation Space

On 20 November 2018, the I.T. services of the European Commission, Parliament and Council organised DIGITEC 2018: Innovation Space.

Together, the European Parliament's Directorate-General for Innovation and Technological Support (DG ITEC), the Council of the EU's Communication and Information Services Directorate (SMART), and the European Commission's Directorate-General for Informatics (DIGIT) have joined forces to co-organise the largest EU institutions IT forum to date.

DIGITEC 2018 brought together the IT communities of the European institutions in order to share best practices around new technologies in public administration and to discuss how the digital future will shape the way large organisations work.

During the event, experts from the European Commission presented how the Connecting Europe Facility (CEF) Building Blocks support the development and delivery of seamless digital public services in Europe, both within and beyond the European Institutions.

Digital Public Sector 

During the parallel session “Digital Public Sector”, chaired by Emanuele Baldacci, Director in DIGIT, speakers discussed the process through which the Commission is building digital public services in accordance with common standards and technical specifications – such as those underpinning the Connecting Europe Facility (CEF) Building Blocks – and the European Interoperability Framework (EIF).

Adrien Dusa, deputy Head of Unit in DIGIT, covered the process through which we are building digital public services at the European Commission in compliance with the 12 interoperability principles enshrined in the EIF.

Kelly Liljemo, Project Officer at the European Commission, showcased some of the digital services developed and already in use in EU countries in three blocks. The first reuse case explored the data exchange and it focuses on EU Send (based on the CEF eDelivery Building Block).

Finally, Esther Makaay, eID specialist from Connectis, based in the Netherlands, presented on how European legislation supports the delivery of digital public services. By the end of 2016, the public services of almost 100 Dutch municipalities can be accessed with the nationally issued eIDs of up to 32 European countries. Connectis has worked to prepare Europe for the end of 2018, the year in which member states of the European Union are required under the eIDAS regulation 910/2014 to recognize the eIDs of other member states. CEF eID supports the Member States in developing interoperable electronic identification solutions for citizens across Europe and encourages public and private service providers to connect to the eIDAS network.

Space for Innovation- IT in the EU institutions

In addition, in “Space for Innovation - IT in the EU institutions”, Joao Rodrigues Frade, Head of the CEF Building Block Sector presented on how CEF eDelivery forms a fundamental component of the Council of the EU's Information Exchange Platform with Member States (CIxP).

The use of eDelivery in the CIxP project enabled: non-repudiation; Payload agnostic, sign and encrypt, payload compression; System to system integration; Combining asynchronous with synchronous exchanges. CEF eDelivery helped to implement the businesses capabilities and the CEF eDelivery services supported the Council when setting up this project.
