Our mission: Making Europe more digital

The European Commission aims to go further. Our mission is to create a seamless digital Europe where the free movement of people is complemented by the accessibility of digital services.

To achieve this, we’ve been working with Member States to develop and deploy technical solutions that enable cross-border interoperability.  These solutions, known as Digital Building Blocks, are at the core of our efforts to ensure that public services across Europe are fully digitalised.

Digital transformation is more than a trend; it’s a necessity. As IT systems become ever more integral to how governments, businesses, and individuals operate, digital infrastructure must evolve to support this new reality.

Digital Building Blocks: The Foundation of a Digital Europe

At the heart of this effort are the Digital Building Blocks are- open, reusable solutions based on European standards designed to enable modern, cross-border digital services.

They provide foundational capabilities like secure authentication and data exchange, which can be leveraged by public and private entities across Europe to offer seamless, secure and interoperable services.

Our journey: From CEF DIGITAL to the Digital Europe Programme

Our pathway towards a more connected Europe began with the Connecting Europe Facility (CEF) Digital programme (2014-2020), which supported the development of these Building Blocks.

Now, the Digital Europe Programme (DIGITAL) (2021-2027) is further pushing that vision even further by accelerating digital transformation and empowering public administrations, businesses, and citizens alike. The DIGITAL programme provides funding in five areas:

  • Supercomputing,
  • Artificial intelligence,
  • Cybersecurity,
  • Advanced digital skills,
  • The adoption of digital technologies

With a €7.5 billion budget, DIGITAL aims to empower Europe’s digital autonomy and enable interoperable services, with a focus on particularly benefitting small and medium-sized enterprises (SMEs).

Each Digital Building Block plays a pivotal role in transforming how public services, businesses, and citizens interact across Europe.

These Building Blocks are essential to making cross-border digital services not only possible but efficient, secure, and seamless. By integrating these solutions, public administrations, private entities, and even citizens individuals can leverage interoperable, scalable services that transcend national borders. Who's behind the Building Blocks?

The success of the Digital Building Blocks relies on a strong partnership between two key entities within the European Commission: DG CNECT (Directorate-General for Communications Networks, Content and Technology) and DIGIT (Directorate-General for Informatics).

DG CNECT

(Directorate-General for Communications Networks, Content and Technology)

DG CNECT Drives the overall vision, ensuring that the Building Blocks align with the EU’s digital strategy and regulatory framework. Their role includes managing policy, fostering innovation, and setting the direction for digital transformation in Europe.

DIGIT

(Directorate-General for Informatics).

DIGIT serves as the technical enabler, providing the expertise needed to develop, implement, and maintain the Building Blocks. This partnership ensures that the Building Blocks are not only functional but also scalable and interoperable across sectors and borders.

The governance of the Building Blocks is guided by the European Commission’s project management methodology, PM², ensuring that the design, development, and deployment of these solutions follow a structured and coherent approach.

This model coordinates contributions from various stakeholders, including multiple Directorate-Generals, to ensure that the Building Blocks are effectively integrated into public administration processes across Europe. This collaborative governance structure helps align policy goals with technical execution, ensuring the smooth rollout of interoperable, cross-border services.
