The Broadband PCI aims to facilitate an efficient flow of private and public investments to stimulate the deployment of high speed broadband networks through a set of innovative projects. This includes the promotion of potential voluntary ring-fenced contributions from ESI funds and national budgets to CEF.

The implementation of the Broadband actions are articulated through two different financial instruments, i.e.:

  • The CEF Equity Instrument, also known as the Connecting Europe Broadband Fund (CEBF);
  • The CEF Debt Financial Instrument;
  • The investment in Broadband contributes to the improvement of the accessibility to EU-level financial instruments, in order to maximise the efficiency and impact of public funding. The Broadband projects are implemented in close co-operation with the European Investment Advisory Hub, to ensure coherence and efficiency in the use of EU funds.

A total of €117.5 million has been invested in the creation of the Broadband financial instruments: €100 million through
the Connecting Europe Broadband Fund (CEBF) and €17.5 million through the CEF Debt Financial Instrument.

3 Broadband infrastructure projects have been funded by the CEF Telecom programme through the Connecting Europe Broadband Fund, for a total of €16 million
