Commission publishes Once-Only Technical System Acceleratormeter

In October 2024, the European Commission published the Once-Only Technical System (OOTS) Acceleratormeter(opens in a new tab). The OOTS Acceleratormeter tracks the Member States’ progress in preparing their national OOTS infrastructure at the technical level.
The Once-Only Technical System is a significant EU effort to promote European competitiveness and to reduce administrative burden by cutting red tape for businesses and citizens, thus contributing to the EU’s wider competitiveness. Mandated by the Single Digital Gateway Regulation ((EU)2018/172(opens in a new tab)), the OOTS saves EU businesses and citizens time and money by allowing the automated mapping and sharing of official documents and data (such as diplomas, certifications or permits) when completing cross-border administrative procedures.
The Member States and the Commission work together to implement the OOTS. While the Commission provides the Once-Only Common Services(opens in a new tab), live since December 2023, the Member States develop their national OOTS infrastructure.
The Member States are currently working to connect relevant public administrations, known as Competent Authorities, to this infrastructure. Once connected, the Member States and Competent Authorities perform integration activities, readiness checks and interoperability tests to ensure that documents and data – known as evidence – can be correctly exchanged through the system. This is done in the context of OOTS OOTS Projectathons and Accelerators,(opens in a new tab), large-scale testing events organised by the Commission.
The Commission has introduced the OOTS Acceleratormeter providing a comprehensive mapping of where the Member States stand in their technical development. The Commission uses this meter to track Member States’ progress in implementing the OOTS as they accelerate their implementation through OOTS testing events. During these events, the Member States perform tests, which show whether they are ready to move to the next level in the OOTS Acceleratormeter.

Please note that the OOTS Acceleratormeter is a snapshot in time, so the position of Member States likely changes over time. In addition, it is important to keep in mind that the OOTS Acceleratormeter tracks only technical readiness for rolling out the OOTS services. Other important activities that Member States focus on, e.g., evidence mapping or outreach activities to the national Competent Authorities, are out of scope.
