Information session on AS4


On 26 May 2016 the European Commission Directorate General for Informatics (DIGIT) organised an information session on the AS4 profile by CEF eDelivery. The Information Session was primarily aimed at software vendors, system integrators, implementers and training providers interested in AS4. Over thirty participants from the industry were registered to the event, with 187 online connections via the European Commission's audio-visual services.

The European Commission aims to develop the Digital Single Market to foster economic growth by removing barriers that impede data from flowing across borders and sectors. The Large Scale Pilot e-SENS and the Connecting Europe Facility (CEF), which operationalises services developed in the Large Scale Pilots, have been working closely on the implementation of secure message exchange in several policy domains of the Union, commonly known as eDelivery. CEF eDelivery is a key enabler of the European Digital Single Market by allowing public administrations to exchange electronic data and documents with other public administrations, businesses and citizens, in an interoperable, secure, reliable and trusted way.

To make this a reality, a profile of the AS4 message exchange specification was developed and is now being promoted for adoption by software vendors under the Connecting Europe Facility (CEF).

The session consisted of presentations on the goals and objectives of CEF, and a detailed look at the CEF eDelivery building block by João RODRIGUES FRADE (DIGIT), a presentation on history of conformance testing services within the e-SENS Large Scale Pilot, an explanation of the process through CEF eDelivery conformance testing by Maarten DANIELS (DIGIT), an overview of the CEF Digital 2018 Single Web Portal, and its forthcoming collaborative element (due for release end of June 2016) by Gianmarco PIVA (DIGIT) and a discussion on the current Calls for Proposals for grant funding by Kara BAPTISTA of the Innovation and Networks Executive Agency (INEA).

The agenda also included a roundtable discussion with software vendors consisting of Theo KRAMER (Flame), David HIXON (IBM) and Sander FIETEN (MSc).The session identified a strong desire among software vendors to help contribute to the Digital Single Market, and an enthusiasm for grant funding.

The session was chaired and discussions moderated by Thomas FILLIS (DIGIT).

eDelivery Extended Expert Group Workshop


On 25 May 2016, the CEF eDelivery Extended Expert Group Workshop took place in Brussels. The Extended Expert Group serves as part of the (in this case CEF eDelivery) building block governance structure, and is to provide advice and expertise to the owner and solution provider of its Core Services Platform.















In order to ensure the most open and transparent governance possible, the CEF eDelivery expert group has been extended to include additional members from within the European Institutions from diverse policy domains such as eHealth and eJustice, the eIDAS technical subgroup on eDelivery, ISA (Interoperability Solutions for European Public Administrations), the EU Member States and Large Scale Pilots, themselves instrumental in the development of the eDelivery building block prior to the Connecting Europe Facility (CEF).

Members of the Extended Expert Group concluded that the CEF eDelivery building block is a key enabler of the EU's Digital Single Market. CEF eDelivery supports public administrations in exchanging electronic data and documents with other public administrations, businesses and citizens, in an interoperable, secure, reliable and trusted way – an increasingly necessary action in pan-EU projects.

Major EU projects and pan-EU organisations such as EU-CEG (supporting implementation of the Tobacco Products Directive), the  European Network of Transmission System Operators for Gas (ENTSOG), the e-CODEX Large Scale Pilot and the Business Registers Interconnection System (BRIS) and experts from the areas of e-Procurement and logistics, all commented on the need for and benefits of the eDelivery building block.

Calls for Proposals Open for eID, eSignature


The European Commission made an indicative budget of EUR 4.5 million available under the Connecting Europe Facility (CEF), through grants, to improve the interoperability and interconnectivity of the European digital service ecosystem.

The CEF eID and eSiganture Call for Proposals is open from 12 May until 15 September 2016.

Update: Information session on AS4


The European Commission is holding a half day information session on Thursday 26 May for software vendors, system integrators, implementers and training providers interested in AS4 with the following objectives:

  1. Launch CEF eDelivery's conformance testing services of the AS4 profile created by the e-SENS Large Scale Pilot.
  2. Provide an overview of the financial support available to participants to support their development of software compliant with the aforementioned AS4 profile in different policy areas of the European Union.
  3. Explain the process for participants interested in implementing the AS4 profile to:
    1. participate in and complete conformance testing; and
    2. describe their conformance tested products for inclusion in the CEF Digital 2018 Single Web Portal

N.B: the "Information Session on the AS4 profile of CEF eDelivery", which takes place on Thursday 26 May 2016, will now occur in room CCAB-0D in Centre Albert Borschette (36, rue Froissart-1049 Brussels).

2016 Calls for Proposals Open - eDelivery


Today, the European Commission made an indicative budget of EUR 0.5 million available under the Connecting Europe Facility (CEF), through grants, to improve the interoperability and interconnectivity of the European digital service ecosystem.

eID: emerging business cases - Boosting uptake


By showcasing good practices and practical examples of how cross-border eID solutions at Member State and European levels can work, the European Commission will discuss the opportunities and challenges for business to benefit from the transformative nature and wide use potential of eID. The day will gather high-level business representatives across sectors to look together at the impact eID can have.

The discussions will aim to provide an overview of the concrete steps taken and the on-going work to improve regulatory alignment between the eIDAS Regulation and sector specific legislation. In this respect, the banking and finance sector will be in the spotlight with regard to the recent European Banking Authority's Discussion Paper on strong customer authentication as well as the Commission Green Paper on retail financial services.

The event will also provide an opportunity to discuss how the practical tools and funding available from the Commission to accelerate the take-up (such as the Digital Services Infrastructure developed under the Connected Europe Facility, CEF) will stimulate the cooperation and synergies between eID providers and  innovative eID consuming businesses.

Final release of Domibus 3.1 is out now


We are happy to announce the release of the production-ready  Domibus v3.1 sample implementation of the eDelivery Access Point, which has been released as open source software under the EUPL license.

The creation of a production-ready implementation of Domibus was achieved in close cooperation among various EU policy project's IT delivery teams (e-SENS and e-Codex), as well as the Commission CEF eDelivery DSI.

Domibus 3.1 has been preceded by two previous release candidates, Domibus 3.1 RC1 and Domibus 3.1 RC2. This stable release follows feedback received from users on these release candidates. The new release includes:

  • Added support for clustering
  • Added support of Weblogic 12c
  • Added support for Wildfly 9
  • Additional unit testing
  • Introduction of the new plugin architecture
  • Updated security policy (eDeliveryPolicy)
  • Improved documentation
  • Fixing bugs and issues

This production-ready version includes a new architecture facilitating backend integration tested in the Domibus 3.1 release candidate. There is now a clear separation between the 'core' of Domibus and the 'plugins'. The plugins provide endpoints that allow an easy integration with existing backend systems. Any backend system connecting to Domibus can create a custom plugin specific to their existing backend. To facilitate the creation of a custom plugin we provide an internal API that is fully documented.

Since the release of the latest release candidate, extensive debugging and issue-solving has taken place.

Domibus is released with two default plugins which provide Web services (WSDL) and JMS endpoints. The endpoints of these two plugins are described in the Interface Control Documents (ICD).

4th BRIS Piloting Workshop


Over the course of three all-day interactive sessions, running from Monday 25th to Wednesday 27th April 2016, Member State representatives participated in a Business Registers Interconnection System (BRIS) piloting workshop, organised by the European Commission's Directorate General for Informatics (DIGIT) in Brussels.

The Business Registers Interconnection System (BRIS) will include a European Central Platform interconnecting the EU business registers in order to facilitate cross-border public legal information on companies operating within the EU (see Directive 2012/17EU). By its very nature, BRIS requires the exchange of electronic data and documents with other public administrations, businesses and citizens, in an interoperable, secure, reliable and trusted way. In turn, CEF eDelivery ensures that public administrations, businesses and citizens can exchange any type of data and documents across borders, contributing to the creation of an EU single market which is fit for the digital age.

In addition to discussing BRIS as an integrated solution, the workshop touched upon the usage of an AS4 compliant solution, such as Domibus, and the impact it has on the BRIS messaging model as well as on Business Registers and the European Central Platform

Specifically, the workshop underlined the features of an AS4 access point and the value they bring to BRIS as a solution. The "plug-and-play" nature of the CEF eDelivery building block demonstrated very well that it is capable of handling the secure and reliable exchange of messages, allowing the BRIS community to focus on implementing their business solution without having to worry about how the exchange is happening.
