The European Regulators Group for Postal Services

The European Regulators Group for Postal Services (ERGP) was established on 10 August 2010. The group serves as a body for reflection, discussion and the provision of advice to the European Commission on postal services. It also aims to facilitate consultation, coordination and cooperation between EU countries and the Commission.

Mission of the ERGP

The Postal Services Directive requires EU countries to designate one or more independent National Regulatory Authorities (NRA) for the postal sector. The ERGP facilitates consultation, coordination and cooperation between NRAs and the Commission.

Members and Observers

The ERGP is composed of 28 NRAs from EU countries. The Commission and the EFTA Surveillance Authority, EEA countries (Norway, Iceland and Liechtenstein), and three EU candidate countries (Turkey, the Former Yugoslav Republic of Macedonia and Serbia) participate as permanent observers to the group. Other observers may also be invited to the meeting of the group.

Expert Groups

The ERGP Plenary Meeting on 20 November 2014 adopted the ERGP Work Programme for 2015. Work will be carried out by expert sub-groups, examining the following issues:

  • regulatory accounting/price regulation sub-group - cost standards to assess potential predatory or excessive pricing of the USPs and comparative working methods for forecasting costs in the postal sector for price-cap regulation;
  • implementation and evolution of universal service sub-group - implementation of the Universal Service Obligation in the postal sector in view of market developments;
  • end-user satisfaction and monitoring of market outcomes sub-group - the quality of service, complaint handling and consumer protection indicators 2014 – an analysis of trends and the core indicators for monitoring the European postal market;
  • cross-border sub-group - identification of the different legal regimes that may apply to European domestic or cross-border e-commerce parcel delivery and of any specific provisions that may be in conflict with each other.
