Peer Review on 'Strategies for Employment Policy reform. Implementation challenges in decentralised countries' Madrid, Spain 5-6 October 2015 This Peer Review provided the opportunity to analyse the new system of activation policies in Spain, which reveals the opportunities and challenges of a highly decentralised system of activation policies. It addressed issues faced by governments aiming at active labour market policies (ALMP) reforms in a decentralised framework and ways to overcome them by focusing on ownership, coordination and evaluation. The event provided opportunities for exchange with other European countries to discuss ALMP efficiency, the steps to reconcile the need of a national activation strategy with regional implementation and the adequate balance between national coordination tools and the autonomy of subnational entities. The Peer Review was hosted by the Ministry of Employment and Social Security, Spain, as part of the Mutual Learning Programme.
