Through innovation procurement the public sector can drive innovation from the demand side. This enables the public sector to modernize public services faster while creating opportunities for companies in Europe to bring research results to the market and gain leadership in new markets.

Horizon 2020 supports two complementary types of innovation procurement: Pre-Commercial Procurement (PCP) addresses the development and testing of innovative solutions, Public Procurement of Innovative solutions (PPI) focuses on the deployment of innovative solutions. Examples of ongoing PCP and PPI projects.

The open PCP call (ICT-34-2016), focuses on PCP which enables procurers to steer the development of new solutions directly towards their needs. It targets procurers from different countries with similar procurement needs that want to undertake a PCP procurement together. It is open to proposals for PCP actions in all areas of public sector interest that require innovative ICT based solutions. It is open both to proposals requiring improvements mainly based on one specific ICT technology field, as well as to proposals requiring end-to-end solutions that need combinations of different ICT technologies.

Additional support for innovation procurement can also be found in the Horizon 2020 work programmes for Health, Security, Energy, Transport, Space and Climate Change / Environment, European Research Infrastructures, ICT. Overview on the participant portal of all currently open and forthcoming calls across all Horizon 2020 work programmes in 2016-17 that support innovation procurement.

Note that the funding rates are increased to 90% respectively 35% for the PCP respectively PPI actions from WP2016-17 onwards!
