Study on the main developments in the postal sector 2017-2021

This call for tender is for a study that will contribute to the Commission’s task of keeping the postal market under close observation and monitoring the effective application of the regulatory framework and its efficiency.

The findings of the study will be used as key input for the next report on the application of the Postal Services Directive that is required by Article 23 of the directive to be submitted every 4 years to the European Parliament and Council.

The report needs to include information on developments in the sector, particularly concerning economic, social, employment patterns and technological aspects, as well as on the quality of service. The study will also contribute to fulfilling the obligation under Article 11 of the Regulation on Cross-Border Parcel Delivery Services to report on the application and implementation of the regulation and to evaluate, in particular, its contribution to the improvement of cross-border parcel delivery services.

Specifically, the study will present, describe and assess the most important evolutions in the letter and parcel delivery markets of the European Economic Area (EEA) member states in the reference period (2017-2021), taking into consideration the impact of the COVID-19 pandemic and other relevant external events on the postal sector and the evolutions therein and also looking at how the most significant trends may be impacted. It will outline the most significant evolutions of the regulatory framework in member states and will design a cost-calculation model that will allow assessing the correlation between parcel delivery costs and prices.
