The main purpose is to finance testing performed by independent parties (i.e. neither the manufacturer nor the granting type-approval authorities) under the new rules for in-service conformity checks as these are described in the RDE4 act. Such testing shall be focused on performing RDE (Real Driving Emissions) tests on the road, but may be complemented with WLTP (Worldwide Light-duty Test Procedure) tests according to needs. Tests with PEMS outside the RDE boundaries may also be performed in order to evaluate the presence of defeat devices and/or evaluate the increase of emissions outside the boundaries. A critical evaluation of the effectiveness of the RDE tests in ensuring low emissions on the road, based on the tests performed and experience gained should be provided.
