This governance structure is composed of a High-level tripartite Strategic Forum (HLF) and Thematic Groups. The service contract consists of a secretariat, support services to the HLF and the 5 thematic working groups. The focus of the Thematic Groups may be adapted according to the review of the Construction 2020 Strategy.

Background

Within Communication COM(2012)433, the Commission has proposed an action plan, called “Construction 2020”, to meet construction sector challenges today through 2020. The action plan focuses on five key objectives:

(a) stimulating favourable investment conditions
(b) improving human capital
(c) improving resource efficiency, environmental performance and business opportunities
(d) strengthening the Internal Market for construction 
(e) fostering the global competitive position of EU construction enterprises
